Hybrid working - expectation to work in the office at the most 3 days a week



The role:

To leads the Finance Business Partnering Team, providing expert financial support to drive effective service delivery and strategic planning. Key responsibilities include delivering accurate financial information, advising senior leaders, integrating performance and risk management, and enhancing the finance function's responsiveness. Candidates should have experience in public sector finance, strong analytical and reporting skills, and the ability to communicate complex financial data clearly to a range of stakeholders.



Key accountabilities:

Lead the Finance Business Partnering Team in delivering comprehensive, professional financial support to budget holders.
Oversee the provision of accurate and timely financial information that supports both operational and capital planning, while offering innovative financial solutions that meet evolving service needs.
Advise the Business Advisor and Assistant Director of Finance & Resources on financial matters affecting service delivery, contributing strategic insight to inform decision-making.
Continuously evaluate and enhance the finance function to ensure high performance and responsiveness to organisational needs.
Integrate financial and performance management, including risk management, through the production and analysis of high-quality management information.
Prepare and present financial reports to senior leaders, ensuring clarity, relevance, and alignment with strategic objectives.
Represent the Finance Business Partner and Assistant Director of Finance & Resources on internal working groups and project teams, actively contributing financial expertise to support cross-functional collaboration.



Key criteria:

CCAB qualified
Experience analysing public sector accounts and/or preparing year-end financial statements.
Minimum three years in financial services roles.
Proven ability to prepare financial reports and maintain financial systems and procedures.
Skilled in interpreting and communicating complex financial data to diverse stakeholders.
Experience in departmental or service-based finance settings.
Knowledge of local government finance.
Strong analytical and report writing skills for both financial and non-financial audiences.
Understanding of public sector procurement and regulatory frameworks.
Proficient in spreadsheet and word-processing tools, with the ability to build and analyse financial models.
