Role Overview

The Youth Offending Service Lead holds strategic and operational responsibility for managing the Youth Offending Service, ensuring compliance with national standards, performance targets, and safeguarding principles. This role involves close collaboration with multi-agency partners and reports directly to the Head of Futures Matters. It is also accountable to the SYOS Management Board, Staffordshire County Council, and the Youth Justice Board.

Key Responsibilities

Lead a multi-agency YOS, delivering comprehensive youth justice services in line with Youth Justice Board requirements.
Develop and implement service and business plans to achieve strategic goals, as outlined by the Youth Justice Board and the Head of Futures Matters.
Coordinate with the SYOS Management Board to ensure high performance, efficiency, and resource allocation.
Provide leadership and performance oversight for all operational staff within the YOS.
Supervise YOS Managers, ensuring quality assurance and consistent performance management.
Ensure staff are trained and compliant with risk management, safeguarding, and data recording protocols.
Cultivate a culture of high support and high challenge to drive continuous improvement and better outcomes for young people.
Represent the service at strategic regional and national forums as required.
Lead local policy and service development, incorporating feedback from stakeholders.
Take ownership of designated core practice areas and champion service-wide best practices.
Provide out-of-hours management support on a rota basis.
Perform any additional duties aligned with the role’s level and purpose.

Person SpecificationEssential Qualifications and Memberships

Relevant professional qualification (e.g., DipSW, CQSW, Dip PS)
Degree in a related discipline
Level 4+ management qualification (or willingness to obtain)
Registration with Social Work England (for social workers)

Knowledge and Experience

Strong understanding of effective practice in youth justice
Thorough knowledge of criminal justice legislation relating to young people
Experience in managing and developing staff and services
Proven ability in workload management, performance improvement, and policy compliance
Understanding of safeguarding, GDPR, equal opportunities, and risk assessment principles
Ability to train, coach, and mentor staff

Skills
