Summary
It is expected the programme of activities and interventions will take a place-based approach, empowering and working with local communities and stakeholders to shape, influence and deliver the range of investment activities to achieve positive change in Ramsgate, and the wider district.
The Regeneration and Growth Team is looking for someone to join them to drive the Plan for Neighbourhoods programme of work forward. The post holder will be an experienced project manager, leading the stakeholder engagement and development of a 10 year Vision and Regeneration Plan, in line with government guidance.
The Council is looking for a driven, skilled and proactive individual to oversee the successful delivery of the council’s commitment to ensuring the best value and outputs for Ramsgate’s communities, from this government funding. The role will include; developing relationships with key stakeholders and communities, providing coordination between organisations and services, facilitating the Plan for Neighbourhoods Board in Ramsgate, and the governance arrangements associated with the decision making for the programme.
Tasks will include
Leading the facilitation of the Ramsgate Future Board, upholding the governance arrangements for the Programme as set out by central government.
Be accountable for the development of a clear 10 Year Vision and Regeneration Plan with the Board - ensuring that the investment plan maximises the funding, within the framework of the fund.
Lead the development and delivery of a clear and inclusive stakeholder engagement plan. Commissioning third party organisations in the community to support the engagement activity and feedback from Ramsgate’s communities.
Commission organisations to deliver activities that meet the objectives of the Programme in line with public sector procurement rules and regulations.
Work with local community and organisation leaders, supporting and creating partnerships, building capacity and assisting in drawing in additional resources to the Programme as opportunities arise.
Produce accurate monitoring reports against outputs, KPIs and budgets, for programme reporting and grant monitoring.
Establish, manage, and monitor appropriate governance arrangements for the delivery and reporting of the projects - in respect of risks and issues, budgets, outputs and outcomes.
We are looking for someone with experience of:
Proven track record in leading regeneration projects within specific time, cost and quality requirements. Including project initiation, reporting (milestones, risks and issues, outputs) and evaluation.
Strong financial acumen and experience in developing business cases.
Understanding the key issues involved in holistic regeneration of places with an understanding of the factors leading to economic growth.
Knowledge of project management principles in ensuring the development and delivery of a variety of schemes over a long period of time.
Knowledge of the principles of stakeholder engagement and consultation.
Ability to lead a programme of work, particularly working with third party stakeholders and partners.
Experience of developing and sustaining successful partnership working across the public, private and third sectors.
Experience of leading teams (internal and external) through the delivery of regeneration projects.
The role will be a mixture of office based, on site and meetings with external organisations.
