The Role

Bolton Council is on the lookout for a dynamic, driven, and visionary Programme Manager to lead complex, high-impact programmes that shape the future of our borough.


This is your chance to be at the heart of change - delivering strategic programmes that improve lives, drive innovation, and ensure value for money across our services. You’ll be part of a small team of Programme Managers who are deployed across the council to help deliver our priorities.


Key components of the role include:


  • Leading large-scale, cross-Council transformation programmes with confidence and clarity.
  • Collaborating with stakeholders to align projects with our corporate priorities.
  • Driving delivery through structured programme management methodologies.
  • Providing expert advice to senior leaders and elected Members.
  • Managing programme performance, risks, finances, and reporting with precision.
  • Championing a customer-first approach to ensure services meet the needs of our residents and businesses.


About You

We’re looking for someone who has the experience, skills and knowledge to hit the ground running. You’ll need to be a strategic thinker, with a degree or relevant professional qualification and proven experience in programme or project management ideally within a public sector or complex organisational setting. You’ll need to bring strong leadership, communication, and stakeholder engagement skills, supported by knowledge of structured methodologies (e.g. PRINCE 2, ITIL) and planning tools. The successful candidate will bring a proactive, problem-solving mindset with a passion for making things better.
