Job Details

An exciting opportunity has arisen within Fife Council’s finance department, with an aim to create both training and employment opportunities for the young people of Fife.

A traineeship gives you the opportunity to gain a professional qualification while learning both on and off-the-job, which means trainees learn the right mix of skills, abilities and knowledge.

As a Trainee Accountant, you will be working across the Finance and Corporate Services directorate, with placements in various teams to gain an oversight of how Fife Council’s finances are handled and how they are reported to stakeholders.

During their work and training, both in-house and in their course studies, the trainee shall be expected to develop the skills, personal attributes, knowledge and understanding necessary to carry out the role of a Public Sector Accountant.

An initial 3-year contract will be issued, with retention based on exam performance. As a trainee you will be expected to achieve full Chartered status through CIPFA, with training costs funded by Fife Council as part of the role. This qualification will provide the relevant requirements to progress into a full Accountant role.

Salary Progression is exam performance based, with completion of each stage rewarded with an increase in salary grade. With an entry point of FC4, with potential to increase to FC6.

Responsibilities will include:

Providing support to various finance teams within the directorate, learning their role within the Finance function and expected contribution of each team.
Financial Monitoring, Projecting and budgeting.
Liaising with Budget holders and assisting with the management of their services finances.
Potential involvement in preparation of financial accounts.
Working with new systems and software as they are implemented into Finance & Corporate Services.
Gaining and understanding of both Capital and Revenue finances, and assisting these teams where required.

The Person

We are looking for an enthusiastic and driven individual, with excellent problem-solving skills and an eagerness to learn.

As a trainee Accountant, you are expected to push your boundaries and show a willingness to learn the service and the role of an Accountant in the Public Sector. Working between various teams over the course of the traineeship, the expectation is that you would take each team as a learning opportunity and develop into a key asset for Fife Council with a wide understanding of functions and contributions of each team.

During your Traineeship you will be expected to undertake and progress through exams towards completion of CIPFA and become a fully Chartered Public Finance Accountant. The trainee will therefore be required to commit to a training programme with both on the job training, and various exam tested subjects spanning the 3 years of this Traineeship. This will be both challenging and rewarding and required dedication to fulfil the expectations.

You must be enthusiastic, have good communication skills, good IT and reports writing skills, and educated to SCQF Level 7 (or above) which includes HNC or SVQ Level 3 or equivalent in Accountancy/Finance.

You will need to be self-motivated and have a willingness to learn, both on the job and in a ‘virtual’ classroom.
