Summary
This is an exciting opportunity to join DIO as Major Programmes & Projects (MPP) is seeking a Senior Cost Assurance Manager who is responsible for the Cost Assurance of multiple projects of varying values across the portfolio. The function provides the development of accurate cost estimates, cost analyst support and information for Programme and Project Delivery. This role includes support and liaison with the Finance Team and client stakeholder management.
Main Responsibilities
The Senior Cost Assurance Manager is able to demonstrate a clear understanding and personal experience of estimating and Cost Planning. as defined by the RICS NRM1 ‘Order of cost estimating and cost planning for capital building works. This includes preparation of benchmarking reports together with monthly cost reporting, forecasting and risk/contingency management. The role will establish and define the key cost drivers for ensuring robust cost estimates; investigating trends from historic data to predict and prescribe more correct, reliable and mature cost models.
Leading and empowering the team by providing a positive working environment, the role will supervise team members by providing direction, input and feedback.
The key tasks are:
Cost assurance management to provide:
Cost Assurance of estimates and cost plans (equivalent to RIBA Stage 2 onwards)
Outline Business Case (OBC) and Full Business Case (FB support
Assessment Study Pre-Estimates of consultancy Fees and Pricing Schedules Preparation for ITT release
Supporting wider MPP Project and Programmatic Cost Delivery
Oversight of appointed Technical Supply Partners (TSP’s) delivering the Cost Management Services and fee submissions
Monthly cost reporting via Site, Programme and Portfolio Level Dashboards
Commercial support to suit Commercial Strategy (Activity Schedules and Pricing Documents)
Collation of cost data and bench marking
Successful candidates will undergo Security Check level Security Clearance as this is a non-reserved vacancy.
Post Locations: Alongside the advertised locations, other DIO locations may be considered.
This post qualifies for a QS functional allowance currently set at £3000 per annum.
