Summary


The Finance Manager – New QEH will provide an efficient and pro-active financial management service to the New QEH Programme, playing a crucial role in ensuring the financial health and success of the New QEH.

The New Hospital Programme (NHP) is the largest hospital improvement initiative in a generation, and at Queen Elizabeth Hospital (QEH), it presents a significant opportunity to rebuild our hospital. With the redevelopment valued at approximately £900m, this also represents the biggest infrastructure development in Kings Lynn, in generations.

Financial Reporting & Budget Management

• Financial Reporting: Prepare and present financial reports, ensuring accuracy, compliance with NHS regulations, and alignment with Trust and NHP reporting frameworks.

• Budget Monitoring: Analyse budgets, track expenditure, identify variances, and implement corrective measures.

• Forecasting: Develop financial forecasts to support the long-term goals of the New QEH Programme.

Capital Budget Management

• Enabling Funds: Manage budgets, ensuring justified, transparent spending.

• Main Works Capital Budget: Oversee expenditures, ensuring compliance and accurate audit trails.

• Financial Analysis: Identify risks, savings, and provide recommendations.

Staff Budget Management

• Confidential Budget Handling: Manage staff budget in line with salary bands.

• Payroll Coordination: Ensure accurate payroll processing and compliance.

Collaboration & Support

• Head of PMO Support: Provide expert financial guidance.

• Trust Finance Liaison: Ensure compliance with SFIs and governance frameworks.

• Procurement Oversight: Maintain budget control in procurement.

Compliance & Risk Management

• Regulatory Compliance: Ensure adherence to NHS financial policies.

• Risk Management: Identify and mitigate financial risks.

Continuous Improvement & Development

• Process Optimisation: Improve financial efficiency and accuracy.

• Best Practices: Embed modern financial approaches.

• Ongoing Learning: Develop expertise, stay updated, and engage in training.
