Summary
In recognition of the hurt caused by the infected blood scandal and highlighted by the Infected Blood Inquiry (IBI), the government has accepted the moral case for a compensation scheme to pay compensation to those infected and affected. The Infected Blood Compensation Authority will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right. This is an exciting opportunity to be responsible for leading the strategy, design, and implementation of learning and development initiatives across the organisation. This role requires a dynamic leader who can partner with key stakeholders to assess learning needs, create tailored solutions and drive a culture of continuous learning. Opportunities to move to the new Infected Blood Compensation Authority (IBCA)
At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arm’s Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same (Infected Blood Compensation Authority) or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no
break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arm’s Length Body (ALB), or an external employer.
As the People & Capability Lead in IBCA you will work directly to the Head of People and Capability. You will be responsible for Wellbeing, Training, Guidance and Engagement within IBCA operations. You will directly manage a team of HEO Guidance Authors and HEO Training Managers. You will work directly with SLT and key stakeholders to assess skill gaps and identify training needs. To support the requirement to rapidly establish the operational function, this role will be expected to operate flexibly to assist with the readiness activities required to set-up the operational delivery function. The People & Capability lead role will oversee the development of high-quality, impactful training programs, ensuring that learning outcomes align with both individual and organisational goals. The lead will shape the design, implementation, and evaluation of innovative learning and development initiatives that foster a culture of continuous improvement within IBCA Operations. The role will involve working closely with senior leadership and key stakeholders to ensure that learning programs are aligned with business objectives, drive employee performance, and contribute to the overall talent development strategy. The primary goal of the People & Capability lead will be to ensure that employees of all levels have access to relevant, engaging, and impactful learning and guidance opportunities. By utilising the latest technologies and best practices, the individual will drive employee engagement, development, and retention, ensuring that the organisation has the skilled, motivated workforce it needs success within a rapidly growing and sensitive environment. You will help create the culture of WE CARE that we want to embed in IBCA (Wellbeing, Exceptional, Collaborative, Advocate, Respectful, Empathetic) ensuring that IBCA is a great place to work and one where we take the wellbeing of our people as seriously as we take that of our customers. At the onset and whilst we iterate our learning products and guidance, we will need you to be in the office 100% for the first 6-8 weeks, moving to a minimum of 80% of your working week. All training is delivered face to face and office based for the duration of training.
Work with senior leadership to identify trends, challenges and implementing mitigations to deliver the IBCA service in the most effective way. |
