Summary

International trade is a key pillar of the Government’s Growth Mission and transport plays a significant role; not only as an enabler of trade for other sectors of the economy, but also as a valuable sector in its own right. In 2024, Transport Services was the fifth largest services export from the UK at £32.2bn.

This postholder of this role will lead the department’s approach to trade and investment, ensuring that our work drives tangible benefit to UK transport businesses and the wider economy, whilst remaining fleet of foot to respond to the major trade developments in an unsettled and increasingly protectionist world. They will provide vision and leadership to the Trade Division, and create a strategic and holistic view of the department’s trade and investment interests.

The successful candidate will work closely with colleagues in the Department for Business and Trade (DBT), Office for Investment (OfI), Foreign, Commonwealth and Development Office (FCDO) and elsewhere in government to promote DfT’s transport trade interest. They will also work with colleagues across DfT, supporting them as a centre of excellence on trade and investment.

The successful candidate will be a capable and strategic leader, with an understanding of and an ability to add value across a range of different areas of professional expertise; including trade, policy, strategy and international diplomacy. They will be able to think commercially and engage confidently with the transport industry, investors and foreign governments. They will be skilled in managing the wellbeing, engagement and delivery of teams and will create a culture where honest, transparent, trusting and supportive behaviours are expected and modelled and within which differences of thought and outlook are valued.

The successful candidate will be part of the UK, International and Trade Directorate, working directly to the Director. The post holder will lead an overall division of around 16 FTE and act as a leader across the wider Directorate.

Responsibilities include:

  • Providing visible and strategic leadership and ensuring the division has the necessary capability to develop and deliver impactful work programmes that support DfT’s and Government priorities.
  • Leading the development of DfT’s overall approach to trade, ensuring alignment with the Government trade strategy.
  • Securing positive outcomes for UK Transport Services businesses through the ongoing programme of Free Trade Agreement negotiations, brokering agreement between stakeholders where that is needed.
  • Developing an investment pipeline for UK transport, working closely with OfI and with Ministers, to ensure that we effectively promote private investment opportunities into UK transport.
  • Leading for DfT on the implementation of HMG’s Industrial Strategy, including acting as the coordinating function for DfT’s role in delivery.
  • Acting as Senior Sponsor to Crossrail International Ltd; a DfT owned public body which promotes UK exports through providing specialist advisory services to international governments and client organisations.
