As a Licensing Casework Manager, you will join The Office of the Traffic Commissioner (OTC) to oversee complex licensing cases and processing of operator licence applications. Your role will play a key part in regulating UK-based operators of heavy and light goods vehicles involved in international transport, as well as buses, coaches, and their drivers. Your role will also involve handling appeals against vehicle impoundments and other regulatory functions.

You will be responsible for complex licencing cases, including those involving large operators, opposition, or multiple/conjoined applications. You will ensure that all licensing processes align with Service Level Agreements and the guidance of the Senior Traffic Commissioner and NI Transport Regulator. Acting in accordance with delegations awarded from the Traffic Commissioners, you will assess and determine applications, requesting further investigations when necessary. For cases outside your remit, you will prepare detailed submissions, presenting evidence-based recommendations to the Traffic Commissioners.

You will work closely with the Licensing Casework Officers to provide support, mentoring and coaching, therefore improving quality and professional standards. You will also work closely with compliance teams, ensuring a collaborative approach across OTC functions, and represent the Traffic Commissioners in stakeholder meetings, providing expert briefings and documentation.

Your key responsibilities will include, but are not limited to:

  • Responsibility for the day-to-day processing of complex case applications related to HGV and PSV operator’s licences and bus registrations.
  • Making and progressing evidence-based decisions on applications under the delegated authority provided by the Traffic Commissioners.
  • Drafting clear, detailed and accurate case submissions to the Traffic Commissioners or Regulator for cases which cannot be determined under delegated authority.
  • Providing advice and support to the Traffic Commissioners and caseworkers on complex or complicated cases as and when required.
  • Liaising with DVSA, DVLA, Police, DfT and other Government Agencies and Departments to ensure that all relevant information is available to assist decision making on matters related to operators and drivers.
  • Acting as the first point of contact for day-to-day customer relationship management with Traffic Commissioners.
