Pay Rate: Up to £333.00 per day PAYE depending on experience

Key Requirements:
Experience in the development of parking policies and resulting delivery programmes as well as negotiations with external organisations and other Council services to achieve strategic objectives.
Good knowledge of Transport, parking design schemes and project support.
Possess a relevant professional qualification in the traffic or parking policy and programmes field or relevant experience.
Leading on the delivery, to time and budget, of a complex portfolio of public facing projects and Councils plans and objectives outlined in the Councils Transport Strategy and associated Action Plans including Controlled Parking Zones, CCTV Enforcement locations, projects such road safety interventions and major changes to the highway, that impact the entire borough and its residents, and has complex inter-dependent project plans, that has high Media and Elected Member focus.
Key Responsibilities:
Working with and maintaining a complex set of external relationships to ensure the Councils objectives can be delivered including [but not limited to], London Councils, The Department for Transport, The Vehicle Certification Agency, Transport for London, The Greater London Assembly.
Acting as Lead and SRO (Senior Responsible Officer) in a range of Public, External Stakeholder and Member settings including [but not limited to]: Scrutiny, Public Consultations, Informal, and Formal Elected Member briefings, which will involve out of hours [evening] meetings.
Acting as SRO (Senior Responsible Officer) for a highly complex Capital program [up to £10m] with multiple funding sources, ensuring projects progress within approved funding constraints, monitoring spend, identifying variances and contributing directly to the Councils annual budges setting process and development and delivery of the Medium-Term Financial Strategy (MTFS).
Acting as SRO (Senior Responsible Officer) for all Risk: Planning, Reporting, Management and Mitigation both financial and operational in respect to complex highway infrastructure projects, that include the use of; heavy machinery, hazardous chemicals, working at height, manual handling, and work in a live traffic environment.
Manages up to seven directly managed staff and up to ten additional indirectly managed consultancy / contracting staff.
