Summary
The IBCA’s primary objective is to pay and support people who are eligible for compensation accurately, accessibly, securely and speedily and you will be responsible for delivering learning which achieves this goal in a blended training environment.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
The Learning and Training Manager role is a demanding but incredibly rewarding role which carries a high level of responsibility but also brings with it great variety and the opportunity to make a difference to the service we provide to people whose lives have been impacted by infected blood across the UK.
The Learning and Training Manager will be accountable for effectively delivering high quality learning in line with IBCAs professional standards to ensure your colleagues are fully skilled to undertake the full remit of duties
You will work with the People and Capability Lead to design and develop an interactive learning package in a challenging yet rewarding environment.
You will help create the culture of WE CARE that we want to embed in IBCA (Wellbeing, Exceptional, Collaborative, Advocate, Respectful, Empathetic) ensuring that IBCA is a great place to work and one where we take the wellbeing of our people as seriously as we take that of our customers.
At the onset and whilst we iterate our learning products and guidance, we will need you to be in the office a minimum of 80% of your working week depending on what the blended learning looks like, will take a decision on hybrid following the initial iteration. All training is delivered face to face and office based for the duration of training.
Responsibilities
This role is responsible for delivering high quality learning and user focused services for the IBCA. The number one goal for this new organisation is to build and maintain trust with its users. Effective, open and transparent communications will play an important part in this as will your part in helping to build a culture which has the user at the heart of all we do and deliver with a focus on respect, empathy and transparency.
You will use creative innovative ideas to make learning and development engaging, building the relevant skills and capabilities. Researching and resourcing the right learning recognising one size doesn’t fit all, so will need to be diverse in its approach. You will work with internal and external stakeholders to ensure all learning material is current and accurate.
Key elements of the role will include
- Onboard new recruits, ensuring all necessary induction materials are completed in line with our WE CARE principles;
- Delivering learning to colleagues within a multichannel environment though primarily this will be in a classroom setting;
- Tailoring material to meet the specific needs of learners and the business, within the remit of the learning products;
- Planning effective learning sessions, ensuring the most effective delivery methods are used, adapting, where appropriate, teaching techniques, lesson plans, scenarios and training materials to meet individual abilities, levels of understanding and learning styles, to ensure a consistent, high quality training intervention which addresses their learning and development needs;
- Act as an advocate for the development of capability and skills as part of the Operational Delivery Profession;
- To continually support the ongoing learning journey and wrap around learning in addition to technical learning that our teams will require. Researching and refreshing own Subject matter expert as the authority evolves;
- Exhibit personal qualities and behaviours which are a role model for others – being open to receive challenge and feedback; value diversity and difference;
- Handle difficult situations appropriately to deliver effective outcomes for colleagues and customers to ensure our We CARE principles are followed;
- Produce an assessment of the learners capabilities at the end of the training period, making recommendations for any further learning or coaching which may be required to ensure they come to standard.
