Introduction


The Strategic Estates team manages the Parliamentary Estate, delivering essential services to the House of Commons and the House of Lords. Our responsibilities include overseeing construction projects, providing specialist planning and design support, and caring for the estate's internationally significant heritage collections. Working on a World Heritage site, we face the unique challenge of balancing conservation with innovation, ensuring Parliament operates effectively now and for future generations.

The Role


As Head of Portfolio Risk within the Strategic Estates Portfolio Management Office (SEPMO), you will play a pivotal role in enhancing risk maturity across a diverse portfolio of over 100 projects, with a collective value exceeding £1 billion. The role focuses on standardising risk management practices, improving risk data and reporting tools, and providing expert guidance to project and programme teams on managing risks effectively.

Some of the responsibilities for this role include:

  • Leading the implementation of industry best practices for risk management across Strategic Estates portfolios.
  • Facilitating risk assurance activities, monitoring portfolio risk profiles, and advising on improvements to data quality.
  • Providing expert guidance on risk governance, assurance, and advanced analysis techniques such as QCRA and QSRA.
  • Building risk management capabilities through workshops, training, and collaboration with stakeholders.
  • Acting as a key point of contact between Strategic Estates and the Enterprise Portfolio Management Office for risk-related matters.

Skills and Experience

To be successful in this role, you will demonstrate:

Functional skills and experience

  • Proven experience in risk management, including identification, assessment, tracking, and reporting of risks within complex portfolio, programme, or project environments.
  • Strong ability to develop and manage processes requiring attention to detail, ideally within a portfolio, programme or project management context.
  • Desirable qualifications: MoR, APM Project Risk Management, MoP, MSP, or IRM International Certificate in Enterprise Risk Management.

Planning and Organising

  • Excellent organisational skills with the ability to adapt to changing priorities, work under pressure, and meet tight deadlines.

Working with People

  • Strong collaboration skills, with a proven track record of building trusted relationships with a diverse range of stakeholders.
