Summary
The successful candidate will:
Be the Executive Committee (ExCo) Champion for Safety, Health, Environment, Explosives and Fire, providing the MOD strategic direction to that group and across the site.
Ensure implementation of all relevant UK national conventional safety and environmental legislation, assuring its coherency with MOD and NBC(D) policy.
Provide an Explosive Safety & Licensing Authority for all areas for which NBC(D) has delegated responsibilities.
Be the ExCo Champion for Security (Nuclear and Non-Nuclear), held to account for providing a compliant Security System to NBC(D), as the Responsible Person, delivered and assured to the required security standards under Defence Nuclear Security Regulation.
Act as NBC’s ISO14001 ExCo lead, responsible for providing compliant Environmental Management Systems (EMS), in support of NBC’s over-arching ISO certification.
Lead engagement with relevant safety and security regulatory bodies and wider stakeholder groups on behalf of NBC(D) and ExCo.
Co-ordinate the response across the Site and Lodger units to Health & Safety, Explosive Safety/Licensing Conditions and Environmental protection events. To order the stoppage of any work if, in her/his judgement, it is considered unsafe or likely to lead to environmental damage or pollution or harm.
Provide continuous improvement of the Safety and Security Management arrangements and development of sustainable SQEP in order to ensure support to the One Devonport Vision.
Manage the delivery of the IC function for those statutory HS&EP provisions which have been outsourced to Industry partners and for which NBC(D) retains a non-delegable role as Duty Holder, with oversight of those areas where NBC(D) is not the Duty Holder.
Manage the delivery of the IC function against Ministry of Defence Police, MOD Guarding Service and NB Executive RN Staff Tasking Agreements.
Manage the delivery of the IC function against the delivery of the required, FMSP contracted security effect by Babcock.
Chair the MOD SHEF Committee, on behalf of NBC.
Chair/support NBC as Chair for the Nuclear Security Committee.
Represent NBC at the joint MOD/Babcock Devonport Environmental Improvement Committee, the joint Environmental Strategy Group and the Plymouth Net Zero Carbon Executive Committee.
Attend the Operational Integration Forum and deliver safe/secure inputs to decision making.
Undertake on-call duties as a trained Strategic Executive Lead in support of the NERO.
Be a Line Manager and/or Counter-Signing Officer for Civil Service employees as required.
This position is advertised at 37 hours per week, with an expectation that the primary place of work is on the Naval Base (minimum 60% per week). If successful, the applicant will be required to undertake Developed Vetting (DV) level of security clearance
