Summary
Border Force is a law enforcement arm of the Home Office. We are responsible for handling the UK border control by implementing immigration and customs regulations and working with the wider Home Office on counter terrorism, organised crime, modern slavery and trafficking. Preventing small boat crossings of the Channel remains a top priority for the Home Office. All levers and capabilities across HMG are being drawn upon to reduce the number of people successfully crossing from France and to humanely and efficiently manage those that are intercepted and brought to the UK.
A key part of the department’s response is driven by the Small Boats Operational Command (SBOC), an operational directorate within Border Force. SBOC delivers this through implementing world-leading surveillance technology on air, land and sea, developing operational initiatives with France and other near-neighbour partners, and by providing capabilities and resources to support the interception and initial processing of people arriving by small boat in the UK.
As the Health and Safety Team Leader you will be based at Manston site operations command and will be responsible for commissioning, delivering and coordinating Health and Safety and Assurance activity within the Manston Operations Command to ensure that we are providing comprehensive and robust approach to these key areas with regards to Detention accommodation, detentions operations, accommodation, Fire safety and other key areas.
This is a fast-paced environment which will require managing difficult and complex situations that attract media attention and interest from the top of government.
The role requires close cooperation with a variety of teams in Border Force, contractors and other teams to ensure operational initiatives are aligned with other key activities.
You will need to be comfortable collaborating with a range of people and have the ability to learn quickly, think, present and write clearly, and demonstrate understanding of complex information to others. You will also be required to undertake assurance activities across Manston Operations command ensuring that recommendations from both internal and external bodies are embedded, tested, and reviewed to ensure continuous improvement.
The role will include management of a small team to support delivery of these objectives.
Location
The current building location for this role is Manston.
Training
You will receive full training and support to do the job. Training takes place initially in the classroom and then continues on the job with a mentor who supports you until you are fully confident in the role. Even then you are never alone; you work as part of a team where there is always someone around for advice and support. Further information on what the training involves can be found on our website.
You will be required to complete Public and Personal Safety Training (PPST) Level 2 for this role.
Part time working
This role is suitable for part-time working hours, with a minimum requirement to work 20 hours per week.
Please note that not all working patterns can be supported within this role, successful candidates should discuss working patterns with the vacancy holder ahead of accepting any offer. We encourage applications from candidates who wish to work part time, however unless specified in the advert, part times opportunities cannot be guaranteed in frontline roles due to the operational 24/7 nature of the business. Please note that full shifts (of up to 12 hours) maybe required even if a part time contract is sought.
Key Responsibilities include the requirement to:
- Provide strategic direction in the development of overarching Health & Safety (H&S) policy & guidance
- Provide guidance and support on implementation of BF H&S policies
- Ensure all H&S documentation and Fire Safety Documentation is reviewed and relevant
- Undertake Assurance of H&S systems conducting audits as required
- Undertake assurance of Fire Safety Instructions and Drills
- Undertake H&S projects as tasked by the Senior Leadership Team
- Provide specialist professional advice on the full range of H&S and Fire Safety activities within Manston/SBOC
- Work closely with the Home Office Health Safety and Well-being Team to ensure Manston operations command meets the H&S standards, policies and procedures agreed by the Home Office, while addressing the varied risk profile within the Manston command
- Ensure that Safeguarding and Welfare are at the forefront of Directorate work
- Attend strategic meetings, project and contract management boards as required
- Liaise with specialists, Home Office and other Agencies
You will be expected to participate in a roster for the Manston Operational Command Site Management Room which is approximately once every six weeks depending on Senior Officer resource cohort.
