Summary


The Maternityand Neonatal ProgrammeTeam leads and co-ordinates implementation of the findings of the National Maternity Review Better Births, the Neonatal Critical Care Review (NCCR) and more recently the Maternity and Neonatal three year delivery plan (which includes recommendations from the East Kent Review and Ockenden reports)

In a matrix setting, the post holder will support delivery of:



-recommendation 1 from the East Kent Review, which comprises a number of complex projects focusing on implementing more timely data and signal systems to improve safety monitoring, as well as key roles in the commissioning of the annual CQC Maternity Survey and a new neonatal experience survey. Further responsibilities will involve implementation of the maternity and neonatal recommendations within the Maternity and Neonatal Three-Year Delivery Plan.



-support to regions and Integrated Care Systems to deliver the Maternity and Neonatal Three Year Delivery plan. This will include support for regions, Local Maternity and Neonatal System (LMNS) learning and sharing events, support for the delivery and implementation of the Perinatal Quality Surveillance Model (PQSM) and supporting oversight of national objectives.



ThepostholderwillworkwithkeypartnerorganizationsincludingIntegrated Care Systems,the Department of Health and Social Care, the Care Quality Commission, Royal Colleges, the National Clinical Director for Maternity and Chief Midwifery Officer.

This is a specialist role working across different portfolios in the Maternity and Neonatal Programme. Chiefly, this will requires subject matter expertise in both running projects that develop tools for maternity and neonatal services which track trends in clinical outcomes and critical safety data, as well as expertise in developing processes that enable effective oversight for maternity and neonatal services in Integrated Care Systems under theNHS England Operating Framework (2022). The framework describes the roles that NHS England, Integrated Care Boards (ICBs) and NHS providers have in the wider health and care system and shows how accountabilities and responsibilities will be allocated to improve local health and care outcomes in a way that maximises taxpayer value for money.



A foundational knowledge of maternity and neonatal data sources and experience of the challenges of establishing high quality, timely and complete data and maternity and neonatal indicators is required. Similarly, experience of engagement withIntegrated Care Systemcolleagues and frontline clinicians to embed transformative action is also required.

Thisrolewillinvolve providingeffectivegovernance,secretariat,project, business and stakeholdermanagement,as well as more specialist functions (see job description for full details).

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

· To co-ordinate national policy development in NHS England that supports improved service commissioning, and contribution to improvements against the NHS Outcomes Framework.

· To develop and manage projects that support delivery of Integrated Care System transformation improving quality, experience and outcomes for the people of England, linked to the Government’s Mandate, the Long-Term Plan, NHS England’s Business Plan and the objectives and deliverables of the Maternity and NeonatalProgramme.

· Support the design, analysis and implementation of national levers, including guidance and metrics that enable maternity service transformation, ensuring a focus on clinical quality and improved patient outcomes.

· To oversee the development ofrelevant new policies and delivery of strategies.

· To contribute to the development of appropriate metrics to monitor progress across the NHS, that relevant data is collected across the

NHS,analysedandpublishedtohelpimproveoutcomes.

To support the Maternity and Neonatal Programme Board in driving forward the programme, including by accounting for progress in line with programmegovernanceandprogrammemanagementprocesses.
