Summary
Lead and operationally manage the NW London IFR, NCA, PPwT, and Healthcare Abroad Application processes Manage the IFR and NCA panels in delivery, development and function ensuring the requiredgovernance process are always followed Contribute to service review and audits of panel decisions to inform the continuousdevelopment of the IFR Service and PPwT policy Ensure operational and strategic risks are managed and mitigated against, escalating issuesas appropriate. Manage the IFR administrative team to ensure PPwT, NCA and IFR process areundertaken within the KPI turnaround times and comply with the Standard operatingprocedures and the governance framework. Support the operational and clinical leads with communication and engagement with keystakeholders, particularly general practice, Boroughs and NHS trusts to maximise servicedelivery and impact. Work with team clinicians to undertake service development and re-design on key PPwTpathways as prioritised and directed. Ensure the Service Standard Operating Procedures and Information Governance protocolsare regularly reviewed Develop and produce service activity, cost and commissioning reports, working withIFR/PDG team colleagues, finance and BI. Support the Head of IFR/PDG in developing an evaluation framework for the IFR Service Support the GP Clinical Lead, AD and team clinicians in the development of pathwayspecific workshops. Deputise for the head of IFR/PDG as required Chair the Triage Panel and present the cases to the NCA and IFR Panels with supportingevidence such as literature reviews. Provide continuous development of the IFR and PPwT Service and systems / protocols as theservice evolves. Review the financial status of the IFR cases as and when required. Lead on service development, evaluation, and quality assurance governance processes. Offer expert knowledge to ensure effective community involvement in organisational work,including commissioning and prioritising high-cost services Provide expert advice for evidence-based commissioning, prioritising services for thepopulation, and offering highly specialised advice on preferred treatment options or protocolsbased on evidence for individual patients Working with clinical leads, Public Health colleagues, collaborative chief medical officers foracute and non-acute care, health watch, engagement team & programme directors, ensurethe development and implementation of robust delivery plans that are underpinned by safeclinical pathways and service models Work with the pan London IFR leads to facilitate good practice Staff Management Line management responsibility for: o Line management of staff as and when directed, including substantive, temporary orinterim staff as appropriate o Ensuring staff are appraised annually, have clear objectives which link todepartmental or corporate objectives and a personal development plan. o Identify training and development needs of staff in line with NW London objectivesand ensure all new staff receive induction. o Ensure performance issues are dealt with in an appropriate and timely manner andfollow NW London's Disciplinary or Capability Procedures where formal action isnecessary. o Supporting recruitment and retention of staff including supporting the delivery ofEDI actions Demonstrate leadership in supporting development of team members to achieve theirpotential Provide a coaching approach to encourage others to develop and actively create opportunitiesto enable everyone to learn from each other Develop and embed mechanisms to support the wellbeing of the team Information Management Provide training advice and support on own area of responsibility. Develop and maintain databases as required by the role. Carry our timely and accurate information analysis and reporting on agreed areas of portfolioand present findings in agreed manner when required. Working collaboratively with ICB staff members, providing cover during absence of teammembers. Information Management Responsible for the development of systems and frameworks to effectively monitor schemedelivery service provisions and to support future service and policy developments Financial and Physical Resources Identify appropriate financial and other resources to ensure delivery of projects and workplans,through preparation of a business case or other ICB approval mechanism, and reportregularly to key stakeholders on progress against plan Responsible for matching the available budget for each workstream to the appropriate staffresources and projects and for ensuring that the budget breaks even. Co-ordinate thebudget, monitoring expenditure against target areas. Develop business cases to support investment and support contracting and procurementrequirements for key services. Ensure compliance with Standing Orders and Standing Financial Instructions in thedischarge of this responsibility with reference to IFR & PDG. Creation of Purchase Orders where required, and authorised for receipting invoices forpayment. Responsible for supporting the commissioning of projects and procurement of services tosupport project delivery. Provide financial reports to Directors and the Board as required. Provide advice and prepare strategic reports and briefings for directors and stakeholders. In depth analysis, interpretation and production of complex and multiple reports includingfinancial returns. Constantly strive for value for money and greater efficiency in the use ofbudgets and to ensure that they operate in recurrent financial balance year on year. Light physical effort predominantly officeenvironment Frequent concentration with potentially unpredictable working patterns including distractions The role has occasional exposure to distressing or emotional circumstances associated withreviewing the IFR cases. There may be occasional indirect exposure to highly distressing orhighly emotional circumstances.
