Summary




This post will provide a lead on an agreed portfolio of initiatives, from idea to delivery. Providing expert and pro-active leadership on enabling these initiatives to be successfully delivered and corporate objectives achieved




This post will also lead on the corporate knowledge management infrastructure and act as the responsible lead for the strategic advisory forum events and promotion of knowledge to external partners.

The post holder will drive, develop and document the best practice in the methods of engagement, incubation, piloting and launch of products and services. Providing learning and evaluation throughout the lifecycle.

Core Duties and Responsibilities

Communication and Relationships
• The post holder will be required to communicate and provide highly complex information to a wide range of internal and external stakeholders.
• Engage and support at a senior management level on a portfolio of initiatives, that will require deep understanding of issues, providing advice and support on addressing challenges and risks
• Present highly complex information about projects, initiatives and services to a wide range of stakeholders in a formal setting.
• Commit to working and engaging constructively with internal and external stakeholders on a range of contentious issues.
• Nurture key relationships and maintain networks internally and externally, including national networks.
• Support collaborative working across the CSU
• Assist with public relations and marketing activities
• Lead on the knowledge management strategy, platform and associated policies and procedures for the organisation.
• Maintain a wide network of expert partners within and external to the CSU to facilitate a regular Strategic Advisory Forum
• To operate in a highly political and sensitive environment.



Analytical and Judgemental
• Provide a leading role in the development, documentation and promotion of innovation support processes for the CSU and wider partners
• Provide leading support on the annual innovation plan, and prioritisation process
• Design and develop the prioritisation methodology for the innovation initiatives to be assessed against.
• Provide advice on continued best practice development of knowledge management systems
• As senior work stream lead working internally and externally with the initiatives assigned, ensuring objectives achieved in a cost-effective way.
• Support the portfolio of initiatives in demonstrating value for money for the current spend through tracking, managing and delivering agreed benefits.



Financial and Physical Resources
• In depth analysis, interpretation and production of complex and multiple reports including financial returns.
• Manage budgets assigned within the team.
• Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility.
• Constantly strive for value for money and greater efficiency in the use of these budgets and to ensure that they operate in recurrent financial balance year on year.



HR Responsibilities
• Responsible for the day-to-day range of staff management matters, directly overseeing staff reporting to this post.
• Which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary processes such as grievance and disciplinary matters.
• Responsible for an individual’s development on the job and job performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about an individual’s performance and capability development.



Information Resources
• Develop the acquisition, organisation, provision and use of knowledge and information.
• Establish a knowledge management platform and provide policies and procedures for the organisation, overseeing governance and development of this platform
• Highlight exceptions and risks ensuring mitigating action can be taken to keep the programme on track.
• Drafting reports summarising status on issues, appraising outcomes, and providing progress reports for the Directorate leads.
• Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project ‘products’.
• Analyse, interpret and present data to highlight issues, risks and support decision making.



Research and Development
• Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information
• Establish and maintain a wide network of leaders which are able to share best practice, research and development of solutions related to the innovation strategy
• Deliver projects to comply with key performance indicators.
• Co-ordinating Research & Development initiatives, delegating as appropriate.
• To support the identification and sharing of best practice in employee engagement.



Planning and Organisation

· Ensure projects and initiatives are delivered on time, to quality standards and in a cost-effective manner, adjusting plans as required.

· Develop guidance, frameworks, processes that underpin the innovation lifecycle from idea to delivery

· Determine the strategic planning of initiatives, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.

· Determine the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with the CSU.



Policy and Service Development Implementation
• To carry responsibility for developing policy and procedure in the area the job holder is currently working on at a point in time, including briefings, business or resources.
• Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA’s) which may impact within the Directorate.
• Proposes changes to own project and making recommendations for other projects delivery.
