Summary
Transport Scotland is the national transport agency for Scotland and accountable to Parliament and the public through Scottish Ministers, with a budget of around £3.9 billion per year. Transport is a vital feature of the Scottish Government’s focus on increasing sustainable economic growth, and transport investments and policies have major impacts on the economy, people and the environment.
Reporting to the Head of Rail Projects and Technical Services, the Rail Technical Advisor will be the designated representative for technical advice for specific Rail Projects being responsible for the preparation, acceptance and delivery of agreed technical remits between teams.
You will be at the forefront of specifying the Scottish Government needs for railway infrastructure interventions ensuring these are the best value for the taxpayer's money and they deliver the required outputs.
Important Information
Scottish Government is preparing for the implementation of a new HR and Finance platform and, as a result, some job offers will be subject to an October 2024 start date at the earliest. This will be confirmed as your application progresses.
Responsibilities
• Advising on technical issues, especially to expedite the cost-effective, efficient and timely delivery of the programme of investment across the rail portfolio including enhancement projects and the requirements set out in High Level Output Specification.
• Identifying, co-ordinating and securing all the necessary technical advice across all rail disciplines and rail systems.
• Working with third party promoters, Network Rail and Train Operating Companies to ensure that project scope and functional specifications are optimised and integrated with operational requirements and aligned to secure required outputs. .
• Supporting and challenging the technical and operational proposals of project promoters and delivery organisations, with specific objectives of supporting Network Rail’s Integrated Gauging Strategy for Scotland’s Railway, and replacement of life-expired diesel trains and the older parts of the existing ScotRail electric fleet.

Essential Criteria & Qualifications
You will be a skilled practitioner of railway systems and integration, with knowledge of railway engineering disciplines or possess significant relevant industry experience in the UK railway environment.
Prepared to engage in obtaining further railway system training, professional development and/or qualifications which may include working to obtain a recognised railway system qualification.
You will be a member of an appropriate professional institution, with relevant experience or working towards membership.
Essential Criteria
1. You will have an excellent working knowledge of relevant railway industry engineering principles and professional practice, as well as the ability to use this knowledge to ensure that advice given results in a safe and effective rail network, using efficient optimal solutions whilst protecting the environment.
2. You will require to have a solid understanding of the way in which projects are developed, and the key principles for their programming and management.
3. You will have effective communication and presentation skills and be able to balance the detailed technical requirement of the railway systems with the challenges and fast paced working environment of government.
4. As well as expertise in at least one of the following disciplines you will have an awareness of and be prepared to develop further expertise in the following railway disciplines:
• rolling stock engineering
• signalling, communication and control systems
• rail infrastructure
• rail electrification systems
• application of standards, and ability to influence their simplification
