Summary
Main Duties and Responsibilities DIAGNOSTIC WORKFORCE PLANNING AND REDESIGNWith a particular focus on the expansion of workforce for Imaging, Endoscopy, Cardiorespiratory Pathology and Genomics, the postholder will provide strategic advice on the workforce impacts and implications of short to long term workforce planning, supporting present and future challenges, to provide best quality patient care which meet financial and quality performance targets. Under the umbrella of the NHSE Long Term Plan; Train, Retain and Reform, the postholder will actively provide leadership in influencing and shaping the Diagnostic workforce transformation, supporting the design and development of targeted interventions. This will include Understanding the workforce that will be required to achieve the expected expansion in Diagnostic activity across the system (skills, roles, quantification of scale) Effective recruitment, attraction and retention delivery plans Training and education pathway opportunities New roles and new ways of working through effective workforce models and redesign Service models to establish clinical pathways, using current best practice which identify efficiencies to deliver high performing productivity benefits Innovative technology solutions and enhancements Collaboration and integration with community providers Consider use of contingent workforce across ICS boundaries taking account of systems, operating procedures and digital enhancements to maximise capacity and successfully transfer work. Consideration of existing regional network workforce plans The postholder will provide leadership and expertise with approaches, tools and models for workforce planning, ensuring others, where required, are trained and supported in their application The postholder will work in close alignment with / inform both the national and Trust planning round, which will include working with stakeholders across the productivity and efficiency agenda. The postholder will lead the workforce programme in accordance with agreed workforce planning principles that enable best practice and value for money, and contributing to any workforce modelling activities and drawing on external expertise where necessary. PROGRAMME MANAGEMENT AND DELIVERYWith the local and national imperative of changing the shape of the diagnostic workforce, the Diagnostic workforce strategy agreed in August 2023 recognised commonalities across diagnostics, and proposed a series of workforce interventions for modalities. The role of the Diagnostic Workforce Programme Manager is to establish a comprehensive programme to take forward and support the delivery of the plan. This will include: Developing a programme which defines roles and responsibilities, and identify individuals who are accountable for the delivery of the workforce solutions. Setting out governance and reporting routes through the Trust, the Integrated Care Board and the Diagnostic Programme Board for One Gloucestershire. Establishing a robust programme management approach, including project opportunity and prioritisation tools, benefit realisation and key performance milestones and measurements. Risk management, with clear escalation routes of risks and issues Ensuring there are clear objectives, monitoring arrangements Responsibility for the provision of appropriate resources in order to support the delivery of this programme, ensuring that delays are reported and escalated appropriately, with remedial action being taken. Providing leadership and direction to ensure the successful delivery of the programme Ensuring all aspects of the programme have demonstrative benefits identified with both Quality and Equality Impact Assessments as required. WORKFORCE INFORMTION AND REPORTINGResearch and advise on national and local labour market supply and demand issues, providing appropriate intelligence to ensure diagnostic workforce plans and interventions are responsive and transformational Develop a cycle of reporting for Board, Committee and Assurance Groups producing performance reports as required and ensuring the chair and other members are briefed to ensure the desired challenge, decision or outcome is achieved through the meetings The postholder will use specialist knowledge and experience to interpret and present highly complex information reports to provide assurance within the governance framework underpinning this programme. Have sight and input into key data to support informed decisions, using the current as is diagnostic workforce position and other workforce insights, and mapping future workforce demand and supply To analyse productivity measures and in conjunction with key stakeholders, develop strategies and plans to ensure that the diagnostic workforce supports current and future performance targets. STRATEGIC DEVELOPMENTProvide strategic advice on the best course of action to support key strategic goals and operations pertaining to the requirements of this role. Identify and analyse external opportunities and threats which may be crucial to success In considering workforce transformation necessary to transform services and achieve performance targets, work with key stakeholders to look at longer term benefits of short-term investment in workforce. In conjunction with the Trusts Senior Benchmarking and Improvement Analyst, access, analyse and develop appropriate NHS and non-NHS benchmarks, ensuring benchmarking data is proactively and effectively utilised in the strategic planning process, taking account of the local, regional and national context. Keep up to date on regional and national systems and diagnostic workforce developments, and latest research and benchmarking Ongoing identification of opportunities for improvement and the delivery of sustainable change, working across the drivers and priorities of the NHS Workforce Long Term Plan Participate in internal and external networks, meetings, project teams and working parties to support the achievement of the programmes objectives Maintain an up-to-date understanding of local, regional and national developments in health care provision and ensuring that is reflected in the development of the Diagnostic Workforce programme. This involves the careful balancing of limited resources against varying and highly complex demands of service change To regularly horizon scan to support the delivery of efficiency programmes which are aligned to the Trust strategic direction LEADERSHIP MANAGEMENTProvide compassionate leadership through being visible, accessible, authoritative and influential. Manage sensitive and potentially controversial matters with discretion and professionalism. Provide transformational leadership across all aspects of the programme, and exemplary practice along with innovation & improvements. Provide clear vision and motivation, by utilising enhanced leadership and communication skills, ensuring there are clear objectives in line with the diagnostic workforce priorities. Provide appropriate strategic and operational support and direction to senior leads to achieve positive outcomes. Champion a culture which encompasses the Trust values, leading a culture of high performance, maximising efficiency effectiveness Delegate appropriate responsibility and authority consistent with effective decision making whilst retaining overall responsibility and accountability for the programme delivery Promote the Trusts policy on equality of opportunity through his/her own actions and ensure policy is adhered to across every aspect of the role COMMUNICATION, ENGAGEMENT AND RELATIONSHIPSEstablish and maintain positive interpersonal relationships with key stakeholders and colleagues, characterised by trust, mutual respect, and open, honest communication. Persuade and influence at the most senior levels for example board and sub board level Influence, persuade and negotiate in a diplomatic and appropriate manner, acknowledging there may be differing views which need to be taken into account and where appropriate adapt strategies/proposals. Collaborate with and share best practice with partners across the Integrated Care System, participating in, influencing and supporting the leadership of interventions and initiatives. Use a wide range of interpersonal skills to establish and maintain the trust and support of colleagues ensure collaborative partnerships and effective working relationships with all levels of staff in the Trust. Engaging and maintaining key stakeholder involvement and commitment to programme and project management as well as Financial Sustainability, without impacting on their other busy workloads and schedules. There may be significant resistance to change and accompanying barriers to understanding the need for programme and project driven changes. To represent Gloucestershire and/ or the Trust at relevant local and national events e.g., Integrated Care System (ICS), clinical networks and other partnership agencies. To build strong relationships with key stakeholders. The post holder will therefore require tact and diplomacy as well as high influencing skills together with a commanding approach.
