Summary
For more than ten years we have developed plans to develop a purpose-built, integrated centre to house Moorfields’ City Road hospital and the UCL Institute of Ophthalmology together in a single building. This initiative is referred to as Oriel. Oriel will strengthen the future of vision science and eye care, which will benefit both Moorfields patients and the wide population. Developing a new, integrated centre in close proximity to UCL’s Bloomsbury campus will facilitate academic collaboration with more disciplines, to the benefit of the partnership.
Following approval of the full business case for the programme in October 2022, the construction of the centre is progressing well. The partner’s focus is now on transforming ways of working to maximise the opportunities which the centre will offer and to begin to plan how the services offered at City Road will transfer across to the new centre through 2027.
Central to the Oriel plans is the need to develop a separate building to house the clinical, operational and corporate Moorfields teams who will not be accommodated fully within the centre itself. Plans for this new location are at an early stage of development, however these will need to be finalised and delivered before the City Road site needs to be vacated in late 2027.
The post-holder will be responsible to the Chief Operating Officer/joint SRO for Oriel.
As the Director of Operational Change, the post holder will be responsible for leading the strategic planning and delivery of two key programmes of work:
1. Moorfields administration network site
Working in partnership with the Director of Estates, Capital and Major Projects, the postholder will be required to plan and deliver a new Moorfields network site that will support the clinical, operational and corporate Moorfields teams who will not be accommodated in Oriel. This building will provide a mixture of accommodation to support work spaces, meeting rooms and the provision of virtual patient activities.
2. Lead for Oriel Move Management Workstream
The postholder will also lead the Move Management Workstream for Moorfields within the Oriel Programme. This workstream will include the identification and mitigation plans for risks and issues within clinical and corporate teams at Moorfields which would otherwise prevent the movement of services from City Road to Oriel being successful. They will also oversee the full planning and delivery of the move itself in 2027.
Moorfields and UCL, strengthened via UCL-Institute of Ophthalmology (IoO), have a long-established partnership, centred on their combined impact in eye research and education. This has been strengthened through their joint designation as a Biomedical Research Centre (BRC) by the National Institute of Health Research (NIHR). Together, they aspire to be global leaders in the discovery, development and delivery of the best eye care.
Moorfields Eye Charity (MEC) is a key partner supporting the ambitions of Moorfields and UCL. They work in partnership with both organisations to make additional investments in the research and education programmes.
Through our partnership, we want to build on our current expertise for the benefit of patients, health professionals and the wider system. We want to continue leading global developments to better understand and treat eye conditions, helping to transform the lives of people with even the most complex needs. We want to have a positive influence on the system leading the development of new practice, new technologies and new models of care.
