Summary

We are looking for an ambitious and delivery focused person who is passionate about making a difference, fighting fraud, developing capability and shaping how the public sector effectively finds and reduces fraud. They should excel in working in high paced environments with a focus on delivery and an ability to adapt to changes in the context.

This role will work with experts across sectors in the UK and with other countries with a focus on advancing the way public sector fraud is managed and making a measurable difference.

This role will provide leadership across central government (and other sectors) in developing and implementing professional standards and best practice, designing, implementing and providing high quality counter fraud learning programmes including apprenticeships and building on an existing community of practice. This will include setting the vision for and agreeing the overall strategy for the Government Counter Fraud Profession.

International engagement will be key to this role, with the role also covering leadership of the International Public Sector Fraud Forum (IPSFF). Agreeing common policy problems to tackle with our 5 eyes partners, and nurturing a mature network of senior experts will be a core function .

This role will be a member of the PSFA’s Executive Committee, accountable for the delivery of their areas but also for the wider effective working of the PSFA. In addition, the role holder will lead elements of the day-to-day work of the Function’s Centre of Expertise, which includes:

  • Building strong relationships across government, as a centre of expertise – including with HM Treasury.
  • Building the PSFA and the UK's reputation as a world leader and innovator in fighting public sector fraud.

Main responsibilities will include:

  • Leading across a team and a wider network of public servants and experts from other sectors to shape the Professional home for over 14,000 public servants, ensuring it develops their capability and brings them recognition;
  • Leading the delivery of high quality products and processes to support and assess the capability and professional competence of members of the Profession.
  • Shaping the strategy and plans for delivery of the Profession and being accountable for their delivery;
  • Advising Ministers and Senior Officials in Cabinet Office, HM Treasury and across government on the level of capability in the public sector - where the best gains to outcomes can be made and how.
  • Leading the UK’s contribution of the International Public Sector Fraud Forum, working with colleagues across the Five Eyes countries to increase collective understanding of public sector fraud and producing valuable guidance, practice and initiatives to make a difference.
  • Co-leadership alongside other SCS leads of c150FTE mixed grades and specialisms within the counter fraud area. There will be c16FTE in your dedicated Practice Standards and Capability area.
  • Managing a multi-million pound budget and ensuring value for money.
  • Being transformational in setting a vision and strategy for capability development across government and beyond.
