Summary

DVSA is focused on building a stronger, more sustainable digital workforce—growing internal capability and reducing reliance on contractors, in line with government efficiency goals. Our Digital & Data Hub plays a key role in this effort, coordinating recruitment, onboarding, governance, and business partnering to support long-term workforce success.

This role sits within the Hub’s capability function and is focused on enabling teams to deliver well. You’ll lead the development of tools, templates, and ways of working that help DVSA’s digital professionals do their jobs effectively—from the moment they’re hired to the point they’re embedded and thriving in role.

Whether it’s supporting onboarding, improving induction and training pathways, or simplifying access to delivery standards, you’ll make sure our people have what they need to succeed. This is a role for someone who understands digital delivery—but also knows how to bring structure, reduce friction, and help others grow in confidence.

The Senior Digital Capability Manager will lead the day-to-day development of DVSA’s digital workforce support offer. You’ll work closely with the Head of Digital & Data Hub, alongside delivery managers, product owners, and governance leads, to shape and embed tools that improve how our digital colleagues are onboarded, supported, and enabled to deliver.

You’ll be expected to lead and influence across teams—building repeatable models, removing blockers, and advocating for high-quality digital practice.

Key Responsibilities

  • Workforce Enablement
    Design and deliver capability-building tools and guidance that help new and existing digital staff embed quickly and work confidently.
  • Onboarding & Induction
    Lead improvements to the digital onboarding journey—including induction plans, kit provisioning, role clarity, and early support mechanisms.
  • Ways of Working
    Promote the use of Agile, Lean, and user-centred design principles—helping teams embed good practice consistently.
  • Cross-functional Engagement
    Collaborate with HR, learning and development, and delivery leaders to align support and maintain quality throughout the digital career lifecycle.
  • Continuous Improvement
    Gather feedback from digital colleagues and hiring managers to identify pain points and improve the tools, systems, and approaches we use.
