Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Naval Service. It upholds operations around the globe and provides the ships, people, aircraft, and equipment to deliver the UK’s defence policy. NCHQ supports all the Royal Navy’s activities, from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement.
The Performance Group sits within the Directorate of the Naval Staff in NCHQ. Our mission is to drive, cohere and enable delivery effort across Navy Command in alignment with organisational priorities. The 1* led group is currently structured into three pillars of Performance Insights, Portfolio Performance and Project Delivery Performance, which operate together in an agile manner to deliver products and services to - and with - partners.
The Performance Analysis Lead will support Navy Command achieve its strategic objectives by delivering Data-driven decision making at Senior level 3* led Reviews, through the development of approved frameworks. Working with Subject Matter Experts (SMEs) from across the organisation, the post holder will be undertaking analysis to report on the performance of the organisation. You will provide expert analysis support to aid decision making, and prioritisation within the Performance Insights area.
Includes, but not limited to:
Analysis - Review and analyse data, Portfolio information and from wider data sets that support the work of the Royal Navy, identifying options in sophisticated problems, support on the analysis of systemic issues and Command performance for the 3* led reviews, support the analysis into cross top level budget (TLB) dependencies, measuring their impact on Navy accountabilities.
Build a portfolio analysis and reporting process to support senior boards, understanding of the wider context and impact of decisions of programmes entering Navy’s portfolio. With a focus on risks and benefits, helping to drive a risks and benefits Management approach across NCHQ.
Stakeholder Management - Effectively engage, and build successful working relationships, with a wide range of partners including across other areas of Defence and Head Office.
Collaboration & Innovation – Engaging with wider MOD communities to develop new products and analysis to improve evidence- based decision making, including support development of vital Management Information tools.
Deliver Recommendations- to produce informed, balanced conclusions and recommendations including visual aids to support our senior leadership in making effective decisions at relevant Reviews and accurate Head Office and External reporting, where required. Support the implementation of decisions taken by Senior Leadership.
Deputise for 1st Reporting Officer as and when required
Direct Line Management of one or two C2/HEO roles that directly supports the work for the responsibilities outlined above.
Provide clear direction to the team in the delivery of their outputs, while empowering staff to fulfil their potential.
To maintain consistent progress on their continuous development as a data management / data analytics professional. Annual personal development activities will balance L&D requirements of the post, individual aspirations and broader corporate needs.
