This opening assignment is for 3 months

A Commercial Lawyer is required to join the team and provide advice on procurement, contracts and governance. To advise on and deal with all legal matters relating to UK and EU contract and public procurement law and other general legal matters affecting the Council.
Key responsibilities:
Give legal advice on and prepare straightforward and complex documentation relating to all contracts and public procurement matters (including TUPE and public/private partnerships) and to assist in the development of policy.
Attend committees, working parties and other member level panels or meetings as required and to advise on procedural and specific legal issues.
Instruct counsel as necessary, arrange case conferences and attend to counsel at hearings / inquiries as required.
Manage case work and advise on strategic case management with a view to cost effectiveness.
Represent the Council in meetings with other authorities, government departments and other bodies.
Draft reports and legal implications of reports to Cabinet and committees.
Familiarise and keep up to date with changes in the law and legal practice, and bring this to the attention of relevant client departments.
Assist the Head of Legal (Contracts) in identifying the training needs of clients in the field of contract and procurement law and to participate in the provision of appropriate training for those clients.
Supervise and manage the performance and development of junior staff in the Contracts Section.

Qualifications:
An admitted solicitor, a barrister or a legal executive.
Experience:
At least two years relevant contracts and procurement experience as an admitted solicitor, barrister or a legal executive.
Relevant experience in a local authority legal services division desirable.
Knowledge:
Knowledge and understanding of law and procedure relating to contracts, local government, public procurement, public/private partnerships and the Private Finance Initiative or ability to acquire the same.
Skills & Abilities:
Ability to draft and settle original documents and clauses to give effect to special circumstances and new statutory provisions.
A clear and systematic approach to problem solving, including the ability to research new law and policy effectively and to apply that research to meet the client’s needs.
Ability to allocate and supervise the workload of staff in the Contracts team.
Ability to represent the Council at meetings of the Cabinet/Committees and at meetings with other public authorities, Government departments, contractors etc. and give advice on matters of law and procedure.
Ability to communicate with and advise in writing and orally, at all organisational levels, including Members, Directors and others.
Ability to contribute to the continuous improvement of Legal Services.
Competent ICT skills including basic keyboard skills, familiarity with word-processing packages, case management systems and simple databases or ability to acquire the same.
