Summary

Job Summary
Maesteg Town Council strives to provide the community of Maesteg with the best service possible. The role of Community Maintenance Officer (CMO) will be directly responsible to, and managed by the Clerk of Maesteg Town Council.
The incumbent will be expected to assist the Clerk to the Council, Deputy Clerk to the Council, Councillors and the wider general public in the execution of all “council business” in the community with the main duties consisting of rights of way maintenance (grass cutting and bush/tree maintenance) the delivering of goods to local organisations and regular building checks such as legionnaires. The post holder will be expected to carry out the duties highlighted below including any other reasonable duties which present itself which falls parallel to the position and role of the CMO.


Duties of the role will include but are not limited to:
1. To liaise with the Clerk and/or Deputy Clerk on a daily basis.
2. To comply with Grade II listed building status when carrying out maintenance duties to the council building and to support external contractors to supervise and specify repair works to council property.
3. To inspect, assess and instruct necessary repairs within the community and advise the Clerk on potential financial charges and / or implications.
4. To prepare and complete necessary paperwork including risk assessments and other formal documentation related to the role, e.g. legionnaires, fire safety, asbestos register, emergency lighting etc.
5. To develop and maintain effective working relationships.
6. To attend any weekly meetings at the discretion of the line manager.
7. To liaise with contractors and inspectors on site and be involved with inspections as necessary.
8. To advise on any design features with council buildings, assets or in the wider community which are causing concern.
9. To inspect repair requests at the discretion of the Clerk.
10. To check and observe all internal and external safety procedures.
11. To identify risk and monitor and review risk on a frequent basis.
12. To uphold and maintain the reputation of Maesteg Town Council, remaining professional at all times in your role.
13. To set high personal standards so that others around you are equally motivated to perform effectively.
14. To assist the Clerk and the “council” in planning and managing events staged such as Christmas parades and festivals.
15. To conduct regular inspection of parks, playing fields, bus shelters, benches and litter bins, to include minor repairs and improvements where required.
16. The effectively manage the council’s storage areas to create a working facility and functioning storage area.
17. To support the Clerk and other staff in manual handling tasks.
18. To deliver council equipment or documents within the Maesteg Town Council jurisdiction.
19. To conduct grass-cutting, general garden work such as bulb planting etc. including the safe use and storage of industrial weed killer where required.
20. To maintain the general upkeep of town council property including fire alarms and emergency lighting checks.
21. To effectively manage the clearance and removal of rubbish around cenotaphs including general weeding.
22. To conduct routine checks and maintenance of grit bins, including the spreading of grit to identified hazardous areas.
23. To be available to help make safe any emergency situation, including callouts, as advised by the Clerk.
24. To improve, install or maintain council equipment such as notice boards, signs and benches around the council’s area.
25. To empty litter bins and clear fly tipping as required by the council.
26. To manage the cycle path and woodland walk areas including regular inspection.
27. To ensure maintenance of council managed rights of way including improvement activity where appropriate.
28. To ensure the safe operation and storage of all council equipment, tools and vehicles.
29. To arrange the collection and delivery of materials from suppliers and residents as directed by the Clerk.
30. To liaise with other community groups in relation to the use of council equipment and partnership engagement.
31. To undertake any necessary training that is supplied and deemed appropriate to the role.
32. To ensure no religious, political or sexual discrimination, intimidation or harassment or any obscene behaviour occurs.
33. To complete and other such duties commensurate with the nature of the role of CMO, at the discretion of the Clerk.
34. To comply with Health and Safety guidance and the General Data Protection Regulation as presented below.
