A Principal Land & Property Officer is required to assist in the management of the Council’s commercial property portfolio and the acquisition, disposal and valuation of land and property interests. To support the Council’s self-build initiative through acquisition of development sites and/or resolving site constraints/issues preventing or restricting development and to deal with a caseload allocated to the post holder at a level appropriate to the grade. To assist the Head of Estates and Emergency Planning in the supervision and coordination of designated work groups or project teams associated with other property related matters.
Key responsibilities:
Prepare, undertake and manage the disposal of land and buildings surplus to the Council’s requirements.
Support the Council’s self-build initiative through acquisition of development sites and/or resolving site constraints/issues preventing or restricting development.
Give professional land and property management and valuation advice and identify when other professional advice should be sought.
Assist the Head of Estates and Emergency Planning in the corporate approach to land and property management with any professional advisors and other relevant service units to deliver the estate management functions.
Acquire land and buildings required by the Council including acquisition under Compulsory Purchase Orders. Identify opportunities to generate capital receipts form the disposal of Council land and property assets.
Undertake valuations of Council land and property including Right to Buy valuations.
Negotiate acquisitions, easements, leases, licences, wayleaves, rights of way and other miscellaneous agreements where required.
Help maintain budgetary control of property budgets.
Prepare reports on land and property matters and present these at Cabinet when required.
Develop and maintain good working relationships with partners, land/property owners, agents and stakeholders.
Contribute to Member training and service-related property issues.

Qualifications:
Full membership of the Royal Institute of Chartered Surveyors (Valuation or Commercial Property Faculty).
A degree qualification in Estate Management (or equivalent subject).
Full driving licence and have access to personal motorised transport.
Experience:
Experience of undertaking valuations of industrial, commercial and residential land and property.
Substantial experience in estate management.
Experience of negotiating land sales, purchases, wayleaves, licences, leases, etc.
Experience of managing a mixed commercial property portfolio.
Experience in Asset Management and of implementing an Asset Management Plan.
Royal Institute of Chartered Surveyors Registered Valuer desirable.
Knowledge:
Knowledge of local authority functions.
Skills & Abilities:
Flexibility to occasionally attend meetings outside normal working hours.
Good negotiating skills.
Good communication skills, both oral and written.
Able to work on own initiative.
Ability to monitor and report performance.
Able to use Estate/Asset Management computer software and the Microsoft Office package of computer software.
Be willing and able to work and share ideas in a team situation.
Able to project oneself quickly in new situations.
