Summary
1. To lead, organise and manage the day to day operations of the ambulance service. Responsible for crews responding to emergency medical calls and providing medical and social transport, ensuring that there is adequate cover for the oncoming shifts and forward planning of rosters. Ensuring resources are deployed effectively and efficiently in accordance with statutory and service level obligations.2. Monitor service workload and liaise with the Emergency Services Control Centre, to ensure staff receive adequate rest breaks and that all calls get dealt with in a timely manner. Ensure all service vehicles available for the shift are ready to respond at all times. Authorise and monitor shift changes, brief crews on daily events, road closures, jobs pending, home births etc. and provide an adequate hand over.3. Assume Duty Officer role on Station out of office hours, resolving any issues that arise. Provide on call cover as Duty Officer as required. Respond to emergency medical enquiries from members of the public, deal with complaints and audit effectiveness of procedures, providing reports to senior managers where appropriate. Investigate incidents of clinical and non-clinical matters with particular regard for risk management issues investigate and provide written reports recommending changes in procedures and policies to senior managers. Deal with first line disciplinary matters.4. Provide operational command (Bronze Commander) at more serious incidents to support and direct Ambulance crews. Liaise with other Emergency Services at the scene to ensure smooth interaction of skills and assume medical command on site. Initiate call-in of Duty Senior Officer/National Incident Liaison Officer (NILO) if necessary. Act as a role model in terms of own care delivery by acquiring knowledge and skills to support current clinical guidelines and support evidence based practice.5. In the event of a Major Incident, initiate the Major Incident Plan and assume command taking medical control on site as Operational Commander. Initiate a Command and Control System to provide appropriate support and guidance to all health service responders and other agencies. Provide operational command for casualty triage, treatment and transport. Provide information and advice through briefings to the Tactical Commander (Silver Commander). Responsible for the health and safety and welfare of all health staff under their command. Conduct an on-going dynamic risk assessment and management of risk. Act if required in an alternate command/command support role as directed at the scene. Job Specific Outcomes Continued 6. Provide appropriate support and facilitate staff development by monitoring operations, providing mentoring support, on-the-job training. Facilitate defusing and de-briefing sessions with staff in order to evaluate and identify individual needs, address adverse reactions following incidents in order to ensure staff welfare and optimise performance.7. Contribute to the overall development of the ambulance service, including working closely with Senior Officers and in developing service policies and procedures. Play an active role in the implementation and monitoring of new procedures and clinical practices, providing leadership, professional guidance and expertise. Ensure staff are aware of and comply with service policies and procedures, assist in the development of operational and clinical policy.8. To undertake a range of duties e.g. production and maintenance of operational rosters, completion of daily crew sheets and crew boards; monitoring and reordering drugs/stores/medical consumables/laundry etc. collecting, checking and inputting (sensitive patient data) of Patient Report Forms from each emergency call. Oversee the deep cleaning of service vehicles to current Infection Prevention and Control standards. Take responsibility for specific work streams allocated by the Head of Operations (e.g. infection control, drugs management).9. Undertake Performance Review and Appraisals of staff, identifying staff development / training needs. Complete all corresponding documentation in a timely manner. As an active Paramedic maintain registration with the Health Care Professions Council, complying with their standards. Regularly update knowledge of technical and clinical/medical developments within the Ambulance Service and Paramedic Practice, including all lifesaving procedures, as recognised in other jurisdictions. Respond to medical incidents, often as a lone responder, ensuring patient assessment and treatment is carried out professionally and within the agreed clinical guidelines/scope of practice.
