Welfare Benefits Caseworker (Macmillan) (37hrs p/w, min 22.5)

Main Job Purpose
● To provide a comprehensive and confidential Welfare Benefits Advice and Casework service for people diagnosed with cancer
● To provide clients with the support they need to navigate and apply for benefits within the Department for Work and Pensions (DWP), including assisting clients with making applications & challenging decisions that are incorrect and as well as looking at other sources of financial help
● To contribute towards the delivery of a comprehensive benefits advice service across the Black Country for clients in line with the requirements of the Macmillan contractual obligations
● Delivery is integrated within cancer care teams, to provide seamless referral pathways that complement the assessment and care planning process of patients
● You will need to have the emotional resilience necessary to work empathetically and professionally to support people affected by cancer.
Main Tasks and Responsibilities
● Be able to work in acute environments with autonomous decision making therefore needing to understand how each setting works and deliver the service based on their individual ways of working
● Working in a casework team across the geographical spread in the Black Country and ensuring caseworkers work together to ensure consistency in approach and professionalism across the Black Country
● Ensuring clients are seen following the four patient pathway points
● Building confidence and trust not only with patients but with Cancer specialists such as Macmillan GP/clinical leads; health-watch; cancer nurse specialists; cancer care co-ordinators and other organisations
● Maintaining what is good in the services being delivered by Citizens Advice across Dudley, Sandwell and Walsall and identifying improvements where necessary
● Ensuring you are an ambassador not only of your Employer (Citizens Advice Dudley & Wolverhampton) but of the commissioner of this service (Macmillan)
● Ensuring effective signposting into Citizens Advice Dudley & Wolverhampton, Sandwell, Walsall and other organisations as appropriate for other support required
● Working collaboratively with non-acute settings to maximise the number of patients supported
● Active participation in health and wellbeing forums and Living beyond Cancer groups
Advice Work and Casework
● To undertake benefits advice sessions and casework for the community of Dudley MBC, Sandwell MBC and Walsall
● To provide a flexible service, outside of normal working hours, if identified by the commissioned contract to meet the specific needs of clients
● To ensure all advice needs of clients are identified and facilitate the referral of clients to other appropriate workers or agencies as necessary
● To act as a support, an advisor, an advocate and a representative on behalf of clients
● Provide casework covering the full range of welfare benefits advice
● Act for a client where necessary calculating, negotiating, drafting or writing letters and telephoning
● Negotiate with third parties as appropriate
● Support the extended family of the client with cancer throughout the client journey including being part of the bereavement support available
● Ensure income maximisation through the take up of benefits
● Identify clients with other related problems where they are an integral part of their case and refer to other advisers or specialist agencies as appropriate
● Hold and maintain level of casework agreed with Macmillan and review on a regular basis, which will meet the Contract requirements
● Monitor the level and range of casework undertaken to ensure an effective and high-quality service is being offered to clients
● Ensure that all casework conforms to the organisation’s internal quality expectations and external Advice Quality Service mark
Research and Campaigns
● To ensure active involvement in social policy and production of evidence forms
● To be involved in Social Policy work according to the needs of the service
Networking
● To network and liaise with partner organisations in developing and promoting the service
● To engage with staff and client groups within partner organisations and deliver talks and presentations as appropriate
● To liaise with partner organisations in developing promotional materials for the Citizens Advice/Macmillan service


Support Tasks
● To support and cover for advice sessions across the Black Country as necessary and appropriate
Administration
● To maintain accurate and up to date case records for the purpose of continuity of casework
● To complete all statistical returns and reports as required by the organisation and the commissioners
● Use IT effectively for statistical recording, record keeping and document production
● Maintain reference material and use local information systems as required
● To identify any issues affecting health and safety and act with the line manager to address such issues
● Ensure that all casework and data handling conforms to the relevant standards and quality mark at the appropriate level and is GDPR compliant

Professional Development
● Keep up to date with current/new legislation, case law, policies and procedures and attend appropriate meetings
● Read relevant publications
● To be responsible for identifying own training needs and attend courses as agreed with the Line Manager
● Attend relevant internal and external meetings as agreed with the line manager
● Prepare for and attend supervision sessions and annual appraisal
● Assist in initiatives to improve services
