Summary
We are looking for an Engagement Manager to join us in the Government People Group (GPG) within the Cabinet Office, a unit that offers back-office services for the whole of government, on key areas such as HR, Finance, Pensions, and shared services. You will help to measure and improve our Civil Service Jobs platform and wider recruitment service.
Your role
As the Engagement Manager, you will develop and implement communications, engagement and product adoption campaigns, and be a key leader in helping GPG land our next generation Civil Service Jobs platform.
You will be a bridge between three teams: digital delivery, programme and business change, and work closely with a variety of stakeholders to deliver our engagement strategy, ultimately helping us to land the adoption of our product onto over 200 departments. You will be supported closely by Product and Delivery Managers, the Business Change team, and wider stakeholders.
We are looking for someone who is a great advocate and communicator, loves being in a complex environment and a large team, and has a good understanding of digital products, digital standards, and designing services with user needs at the centre.
Our team
Your immediate team will be a small group of communications professionals but the wider team is made of technical and digital delivery professionals (Service Owner, Product and Delivery Managers, User-centred Design and Business Analysts), a programme management support hub, and we are closely supported by the Cabinet Office Communications function. You will join as part of the wider Programme support team, and on a day-to-day basis will be embedded in the digital delivery and business change teams.

What you’ll work on
You will join our cross-functional delivery team focusing on transforming Civil Service Jobs, and helping to reshape how the service should be delivered in the future.
Civil Service Jobs is used by over 3 million candidates per month to find and view vacancies across the Civil Service. Each year it handles over 2 million applications and advertises 140,000 posts. The live service is used by 211 organisations to advertise their vacancies and manage their recruitment processes. Currently, Civil Service Jobs is a software-as-a-service (SaaS) provision that has been configured and enhanced to meet Civil Service recruitment, digital and security standards.
The Recruitment Transformation programme is looking at what the future service should look like. We’ve completed our Discovery and Alpha phases, where we did extensive user research and prototype design, to explore our user needs and potential solutions for the biggest areas of improvement.
We’ve decided that our service needs to procure rather than building our own, so we’ve now moved into the Beta procurement phase, which will see the commencement of the new contract by summer 2024, followed by a build and migration phase to be completed by the end of 2026.
Responsibilities
- Partner with teams across the recruitment operations service, and the business change teams, to drive awareness, growth and adoption of CSJobs products and services
- Support the development of a stakeholder engagement strategy, including devising and maintaining the engagement database
- Deliver effective communications and engagement campaigns from discovery through to reinforcement
- Use a variety of tactics and communication channels to reach and interact with intended audiences, including presentations and workshops
- Measure and provide analytics on communications, engagement and adoption activities, understanding how they deliver towards overall service objectives
- Lead on compiling briefing packs/information for customer groups and senior leadership
- Get involved with training coordination including supporting product training as required
- Work autonomously in an agile and fast-paced environment, adapting to address emerging team priorities
- Create and guide others in creating engaging content for an external audience
- Work collaboratively with the team in delivering internal communication events e.g. Showcases, user groups
- Work closely with the User-centred Design team on co-design initiatives - where a liaison is needed between customers and design
- Build or enhance your knowledge of Government Digital Standards following the Government Digital Service Manual, the GDS Design System, and our Technology Code of Practice
