Summary
This role has a salary range of £145,465 to £174,157 per annum, based on a 36-hour working week.
Surrey County Council is seeking a dynamic and highly effective Interim Executive Director for Highways, Infrastructure, and Planning. The role is offered as a fixed term contract opportunity for a period of 12 months.
This senior leadership role forms part of the Council's Corporate Leadership team and will be pivotal in driving operational excellence and improvement across this particular portfolio of services, as well as supporting transformational change across the Council.
As Executive Director, you will lead and ensure high performance standards in Highways, Infrastructure, and Planning services whilst fostering a culture of collaboration and driving excellence with a sharp focus on the outcomes for residents, the environment and economy of Surrey.
About the Role
You will manage a team of four functional leads, overseeing more than 600 employees, and maintain budget accountability of £79.5m revenue and £199.6m capital. Driving strategic initiatives and representing the council in regional and national forums to secure investment and deliver long-term infrastructure priorities will be essential.
You will oversee the effective delivery of key public services, ensuring high standards of performance, exceptional customer service and operational efficiency throughout. Implementing innovative practices and digital solutions to optimise service delivery and enhance resident experiences will be central to your role.
You will provide expert advice to the Chief Executive, Leader, and portfolio holders, collaborating with the Corporate Leadership Team to deliver the council's strategic priorities.
Shortlisting Criteria

- Extensive senior management experience in a large and complex organisation, with substantial expertise in Highways, Infrastructure, and Planning services
- A proven track record of leading major infrastructure projects and delivering high-quality services with a focus on customer satisfaction
- Strong commercial acumen and experience in managing significant budgets and complex contracts
- Demonstrable leadership skills, with the ability to inspire and motivate teams, drive innovation, and embed a culture of performance excellence
- A chartered civil engineer or equivalent qualification/experience
