· The post holder will be responsible for the Trust’s Day to day running of the Estates electrical and mechanical operations. Elements of the service will require out of normal working hours attendance for either planned or reactive measures. The responsibilities will have line management duties across operational estates team including providing electrical knowledge to manage and maintain the Trust's electrical and mechanical technical team.

· Responsible for providing Electrical knowledge to manage and maintain the Trust's electrical and mechanical technical team.

· Ensure compliance with relevant legislation, regulations, codes of practice and technical guidance.

· Maintain and ensure their implementation, conducting communication exercises and providing technical guidance.

· Ensure adequate controls (risk assessments, PPE etc) are in place for operational and technical purposes.

· Ensure completed PPM’s, service sheets are updated to the PAM (premises assurance model) drive.

· Ensure that estates staff are provided with continual effective communication.

·To be prepared to supervise work that may need to be carried outside of normal working hours. This will from time to time require you to work evenings, nights or weekends in addition to, or as alternative to your standard working hours. Flexibility is therefore an essential requirement of the position.

·To be prepared to respond to emergency work outside normal working hours as and when the need is required in relation to the repair and service of site wide physical assets.

Pay – Band 6 plus enhancements as applicable.

£35,392 - £42,618

Hours – Annualised

(27 days leave plus 8 Bank holidays, this increases after 5 years’ service to 29 days and after 10 years’ service to 33 days plus bank holidays)

Will also be expected to take part in an on call rota.

We run one of the largest early clinical trial units in Europe with over 300 trials every year. Cancer research in Manchester, most of which is undertaken on the Christie site, has been officially ranked the best in the UK.
• Organisation and distribution of Pre-Planned Maintenance Tasks to the in-house maintenance & operations team.
• Collate completed Pre-Planned Maintenance Task worksheets, review information, identify and raise and any remedial actions and file information onto the estate’s electronic drives.
• Liaise with Clinical/Medical colleagues and specialist external contractors to complete both pre-planned and reactive tasks while maintaining critical patient services and treatment.
• Motivate and encourage all maintenance staff to provide a responsive, caring, and disciplined service to the Hospital end users.
• Promote a flexible working relationship across all estates trade disciplines.
• Provide advice and instruction to groups of external contractors as the subject matter expert for electrical installations and maintenance.
• Organise resources, labour, transport, and materials effectively and efficiently.
• Authorising and approving orders and invoices in line with trust policies and standing financial instructions.
• Assisting the Infrastructure Managers in the monitoring & controlling of the Estates Maintenance Budgets.
• Formalise and carry out an agreed system of monitoring staff to ensure acceptable standards of productivity and quality of finished product. (Eg. Quality assurance checks to ensure standardisation and quality of workmanship)
• To act as an Authorised Person for drug dispensing system. i.e., Piped Medical gas in line with HTM 02-01
• To act as an Authorised Person (Low Voltage) in line with HTM 06-02 for the isolation and safe working on electrical systems. i.e., Standby Generator and associated switch gear.
• Ensure all statutory and NHS codes of practice and appropriate Permit to Work and Safe Systems of Work are complied with by all staff, both directly employed and specialist external contractors, and appropriate information (Eg. Risk Assessments, Method statements, Competencies and relevant insurances are appropriate and in place)
• Ensure that all operational and maintenance staff have received appropriate theoretical and practical training for the functions they undertake.
• Review, interpret and appreciate complex data and situations. Data will include comparisons particularly with regard to electrical systems and take into account Statutory Regulation’s, HTM's, HBN’s.
• Complex analyses and investigations to resolve issues, taking into consideration legislation and health and safety. Reviews will include data and judgements involving:-
• o Electrical systems failure.
• o Complex fault finding.
• Scrutinising, checking and approving orders and invoices in line with trust policy.
• Assisting in producing reports for backlog maintenance, site infrastructure upgrades to take into account long term growth and progressive plant degradation from which recommendations are formulated.
• To assist in the planning and management of electrical service interruptions and isolations to complex circuits in conjunction with other staff within the trust to ensure all contingencies have been identified and covered, supported by risk assessments, method statements and the permit to work systems.
• Manage in house electrical infrastructure projects organising resources, labour, transport and materials effectively and efficiently.
• Manage technicians and other staff where activities are required, and guidance is necessary areas of responsibility related to patient care.
• Plan any maintenance requirements regarding electrical infrastructure; ensure maintenance related activity is taking place with documented evidence.
• To assist the Infrastructure Manager in providing effective site leadership for Estates & Facilities services staff in Back Log Capital Projects and Maintenance Services, supported by performance management arrangements and encourage team working.
• To manage and control external contractors employed by the Organisation (Technicians. Craftsmen, Maintenance Assistants and Contract Labour) Specialist knowledge across a wide range of disciplines will be required.
• To manage the routine day to day requests for Engineering and Building assistance and analysing and implementing effective solutions.
• Planning and implementing planned preventative maintenance programmes for all areas of the hospital including patient sensitive areas.
• To ensure a fast and effective response to breakdowns in accordance with key performance indicators (KPI's) are achieved.
• The following highly developed physical skills detail the main day to day requirements:
• Ensure accuracy and maintenance using the Computer Aided Facility Management (CAFM) system are updated.

• Maintain data-based record systems related to the responsibilities.

• Possess excellent keyboard skills and manual dexterity associated with Microsoft Office Suite (particularly excel), related software and Eclipse (for associated PPM activity. The responsibilities will include:
• o Using power point to prepare presentations.
• o Inputting exact and sensitive data will include, checking and reconciling information, making calculations on several areas at a time.
• o The use of specialist electrical testing equipment
• o The use of basic hand tools and battery-operated tools
• Liaise and communication with Departmental Heads, Ward Managers and others on all aspects of electrical infrastructure.
• To assist the Infrastructure Managers (Electrical/Mechanical) with updating Trust and departmental policies, Standard Operating Procedures and updating Departmental Risk Assessment in line with the latest HSE regulations and NHS guidance.
• Implement Trust and departmental policies as appropriate.
• Procure equipment materials and services ensuring compliance with Trust standing orders & standard financial instructions.
• Authorise payments to contractors, suppliers, signing off direct labour costs;
• Complies with trusts Standing Orders and Standard Financial Instructions for the procurement of engineering services, plant and equipment.
• Post holder will be part of Estates Services on call arrangements.
• Act as Estates Management representative on site specific issues and project work.
• Regularly ensure that your own training is up to date and skills are developing particularly with all software requirements. It will be necessary for the individual to make the Infrastructure Managers (Electrical/Mechanical) aware of changes and upgrade training required via professional links.
• Participate to develop long term career via work evaluation and individual needs via annual Professional Development Reviews (PDR)
• Ensure all aspects of routine management, appraisal, discipline, training, delegation are understood and achieved.
• Review with reporting manager allocation of role, responsibility, departmental workloads and training needs.
• Provide supervision in own discipline for other staff working in same areas as required.
• Manages technicians or other staff working in the same areas of responsibility.
• To be responsible for satisfactory time keeping, conduct of staff and to maintain discipline. Undertake staff appraisals and ensure staff records are kept relating to holiday and sickness. Checking of staff time sheets. General reporting and management of sickness absence of the Estates team.
• To proactively plan, schedule, supervise and monitor the activities of estates department staff and ensure that the productivity and performance of these staff is maximised.
• To take part in the recruitment of trade staff and to prepare Statutory, Mandatory and basic training plans for the Engineering and Building Estates team.
• Ensure electronic records (where they apply) are maintained for all related aspects of responsibility.
• Keep evidence in such a format that the trust can demonstrate that controls are in place for all objectives and risks associated with areas of responsibility. Ensure that associated mangers do the same, particularly during project management.
• Ensuring records are kept and routinely monitored for all areas of responsibility including databases, Standards for Better Health, Contractor records and certificates and other related requirements.
• Contribute to formatting computerised databases and/or spreadsheets for adapting information systems to meet requirements for reporting requirements.
• Contribute to introducing and/or adapting and improving systems in responsible areas
• To use the departments software packages to schedule, plan and prioritise staff/department workloads. Using the Helpdesk to allocate resources (manpower and materials) in such a way that estates department key performance indicators (KPI's) are achieved.
• Provide technical support for capital projects and refurbishments where required.
• Apply judgment and skill to identify opportunities for service improvement.
• Undertake surveys to ensure correct controls are being applied.
• Participate in condition surveys in conjunction with professional assessors where required.
• Interpret legislation, trust and departmental policies, act accordingly and independently within trust and departmental structure.
• Work to achieve agreed objectives with considerable independence within professional parameters.
• In the absence of the Infrastructure Managers (Electrical/Mechanical) the postholder can be directed to carry out their duties to maintain continuity of service when called upon by the Estates and FacilitiesLeadership Team.
• Perform other such duties as may be assigned to him/her in the execution of the works maintenance function. i.e.,Hands on in the event of a major incident.
• The post holder will be required to participate in the emergency call out rota system managed by the Operational Estates Manager
• Requirement to work throughout the trust base and satellite centre’s as they are set up.
• A variety of movement will take place throughout the trusts and in association with events at different locations on subject matters for areas responsible.
• Work will include a base, however working will include using and carrying electronic equipment, as the responsibilities demand.
