Hybrid working, dependent on experience. Predominantly working from office in Barnsley.

Basic DBS required for this role

A Corporate Assurance Officer (Investigations) is required to support the team by working through various channels of referrals (e-mails/system) and determining/taking the appropriate course of action (e.g. no action but record on the Fraud Management System, undertake prelim checks using relevant systems e.g. Academy/ Enterprise, investigate (which may include interviewing under caution and preparation of court papers). Also, supporting with the NFI data matching investigatory work. A Professional Fraud Qualification (e.g. ACFS) to enable Interviews Under Caution to be undertaken is required for this role.

Key responsibilities:

Undertake and ensure that all corporate assurance activities are in accordance with the Public Sector Internal Audit Standards (PSIAS) and /or in conformance with best practice in anti-fraud, governance, or risk management and those prescribed within the Corporate Assurance Quality Procedures.
Assist with the monitoring of assigned assurance/ anti-fraud/ governance or risk work to ensure the delivery of tasks are within the time allocated, to the necessary professional standards, and to the achievement of service objectives and performance measures.
Support the business partnering approach by liaising, negotiating and maintaining effective levels of communication with executive/ senior officers across all client organisations to ensure effective joint working and co-operation and excellent client relations in the delivery of work to assist management meet their corporate responsibilities in relation to controls, risk management, governance and anti-fraud.
Undertake specific, ad hoc and urgent assurance work as directed by management including reviews of corporate and operational objectives, strategies, projects, programmes, systems and provide specialist advice as required on related assurance matters.
Prepare high quality and timely draft assurance reports for internal review and subsequently present them to a range of internal and external stakeholders including senior management (in all client organisations).
Contribute to the continued development and improvement of the corporate assurance function by sharing innovative ideas and experiences and supporting a collegiate approach.
Maintain high levels of accuracy and compliance at all times with relevant professional standards and best practice.
Ensure high standards of data quality and compliance with internal operational procedures.
Accurately and effectively use specialist software to assist in the delivery of assurance work.

Qualifications:

Professional Fraud Qualification (e.g. ACFS) to enable Interviews Under Caution to be undertaken.



Experience:

Local Government experience.
Experience in using Fraud Management System (Intec), Academy and Enterprise (Benefits and Council Tax systems) desirable.
Experience of working with sensitive and confidential information and complying with data protection legislation and organisation information governance policies.
Experience of successfully using and administering databases or case management systems.



Knowledge:

Knowledge of the PSIAS, audit techniques, practices, procedures and statutory regulations and their application regarding general audit techniques, the principles of governance, risk management or anti-fraud practice.
Understanding/appreciation of the principles of internal control, risk management, governance and anti-fraud within the public sector or general organisation environment.



Skills & Abilities:

Ability to play a key role in the delivery of the assurance plans and contribute to a team ethos which encourages the sharing of constructive ideas across the team and display the traits of an effective and motivational team member.
Ability to demonstrate a strong client focus to contribute towards the development of strategies and delivery of operational work plans.
Ability to work in a performance managed environment including the ability to manage your own challenging and diverse workload under pressure and to deadlines, using your own initiative and demonstrating skill in flexible work prioritisation, organisation and time management.
Good awareness, experience and appreciation of working in a digital and agile working environment.
Good communication (verbal and written) and general interpersonal skills with the ability to communicate to internal and external clients and relevant officers.
Ability to draft good quality and timely documentation including reports, ensuring they are suitable for particular audiences.
Ability to interpret and analyse information including legislation, applying it into areas of internal audit work and translating it to non-specialists.
Ability to undertake any necessary travel in connection with the duties of the post.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
