Hybrid working

A Democratic Services Officer, with experience in democratic services in local authorities, is required to work as part of a team under the direction of the Democratic Services Manager (Committees), to service a number of committees, panels and working parties and undertake any administrative tasks arising from these meetings. This to be in accordance with the Council’s new Constitution

Key responsibilities:

Efficiently service meetings with electronic prep of agendas, reports, and minutes.
Attend meetings, take notes, and liaise with officers and external bodies.
Implement decisions through correspondence, reports, and collaboration.
Index and maintain records of Council, Cabinet, Panel, and committee minutes.
Liaising, as necessary, with officers of the Council and outside bodies.
Undertake work arising from meetings assigned, including correspondence, reports and liaison with officers of other departments and outside bodies in implementing decisions of meetings.
Index Council, Cabinet, Panel and committee minutes.
Maintain various Registers.
Help in the organisation of civic ceremonial and twinning events, when and if required.
Required to attend evening meetings.

Qualifications:

Possession of a minimum of 5 GCSEs at grade C or above, including English or English Language.
BTEC Higher qualification in Public Administration or BTEC Higher in Business and Finance or a relevant degree or be studying for the relevant stages of the ICSA qualification desirable.



Experience:

Experience in democratic services in local authorities.
Previous experience in servicing meetings in the public or private sector desirable.
Knowledge of Local Government, and in particular, committee administration.



Skills & Abilities:

Ability to communicate in a clear, concise and diplomatic manner with councillors, officers at all levels and with members of the public, both verbally and in writing.
Ability to draft routine reports and agendas for Council, Cabinet, Committees, Panels and working parties and prepare minutes of these minutes using Microsoft Word.
A willingness to work outside of office hours to attend evening meetings.
Ability to work under pressure and prioritise tasks to meet service standards and deadlines.
Ability to work as part of a team.
Use of initiative and the ability to work without constant supervision.
Ability to deal with a range of administrative functions connected with committee administration.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
