To support the Associate Medical Director and the Associate Director of Operations in providing high level leadership and organisation to ensure that all operational processes are developed and implemented to support the Trust through:


• The provision of professional management support to the Clinical Leads, demonstrating a high level of organisational ability and leadership and ensuring that processes are in place, and are robustly applied, to ensure the effective and efficient delivery and achievement of all operational and quality requirements.


• Leading on the production of an Annual Plan and Strategy for each specialty in the area of responsibility and the provision of an annual report at the end of each year detailing the service’s achievements against the current year’s plan and summarising the plan for the coming year.


• Provision of managerial focus for the Service Leads in the development and provision of a comprehensive, high quality, patient centred care service within the resources available.


• Operational management of relevant services including the delivery of performance against financial, activity, quality and workforce targets; supporting the development and delivery of service strategy; staff engagement, organisational development and the management of risk.

Lead and manage the individual services in partnership with the Clinical Lead whilst sustaining effective working relationships with the divisional team, consultant medical staff, and senior nursing team ensuring that the operational requirements of the directorate are effectively managed and co-ordinated.

To develop patient focused services, identifying future financial, capital and workforce requirements and ensuring that contractual and performance targets are met.

To work with clinical colleagues to establish and monitor protocols of care provision in order to deliver efficient and effective care pathways which improve patient outcomes and reduce lengths of stay.

Actively contribute and lead service and other meetings, working cooperatively with clinicians within the service.

To continually question and challenge the status quo looking for new and innovative ways to improve service delivery to make the most effective use of resources and ensure services are patient focused.

Responsibilities for Policy/Service Development
To blend together the aims and objectives of NHS Service Standards, Trust 5 Year Strategy and service Business Plans into a coherent, deliverable programme.
To develop and implement, on an annual basis, a business plan for the services which supports the overall strategy of the Division and the Trust and ensures that financial, quality and workforce activity performance targets are met and sustained.
Ensure robust and highly effective capacity and workforce planning systems are in place across the services to maximise productivity and ensure efficient resource deployment and management.


Responsibilities for Financial and Physical Resources
To be responsible and accountable for the directorates’ budgets ensuring the optimum use of resources and establishing and maintaining effective management process to ensure financial control.
Identify, negotiate and implement cost improvement and revenue generation opportunities in accordance with corporate policy, including engaging clinician support in delivery and impact.
Proactively monitor financial and performance targets to ensure they are maintained, taking actions where necessary to prevent or address variances in performance.
Be responsible for the service’s asset registers and the management of any service capital schemes.


Responsibilities for Human Resources
Line Manager for service-based staff.
Lead, manage, motivate and develop staff with the services so as to effectively engage staff and maintain the highest level of staff morale and to create a climate within the services that is evidenced by high standards and openness.
Support the Clinical Lead and others in the delivery of the annual consultant job planning process, ensuring local capacity plans are deliverable by maintaining compliant working patterns for staff recording of leave and ensuring medical staffing cover is in place.
Ensure that the services implement national and Trust workforce initiatives.
Work in partnership with Trade Unions, staff representatives and staff governors in developing the workforce, managing employee relations and changing working practices.
Ensure that the directorates have in place effective arrangements for staff appraisal objective setting, mandatory training and personal development.
Undertake appraisal for own direct reports and ensure personal development plans are identified and implemented.
Continually review the workforce to ensure that it reflects the directorate’s service plans and priorities, implementing skill mix review, role redesign and changes to working practices making the most of potential Divisional wide efficiencies.
Ensure effective communication and involvement arrangements exist within the directorates, engaging all groups of staff.


Responsibilities for Patient/Client Care
Ensure that working arrangements are in place to enable the directorate to comply with the Trust’s complaints procedure.
To investigate complaints as appropriate under the procedure and ensure action is taken to address issues of concern and prevent reoccurrence of similar events.
Work with the Governance Team to identify directorate risks and themes from incident reporting in order to develop robust action plans to reduce risk and improve patient experience.
Represent the services at a corporate level and with external agencies including other service providers, patients, lead clinicians, GPs, CCG, community groups and other appropriate agencies on issues relating to service delivery and development.


Responsibilities for Information Resources
Update and monitor the operational policies of the directorate, in line with objectives across the Division, and take account of identified risk management needs.
Develop systems to train and educate staff on the needs and requirements for the PAS and other information systems to be up to date and to collate, analyse and distribute data input for quality, audit and costing purposes.


Responsibilities across the Division
Support the Associate Director of Operations on division wide agendas as directed, and take a lead on specific crosscutting projects, working across the Trust or with external organisations.
Provide a formal deputy role to the Associate Director of Operations at both internal and external commitments.
Lead on specific workstreams across the Division, ensuring effective ideas generation, implementation and evaluation. This may apply to cross-cutting directorate workstreams, the application of Trust wide schemes locally, or large scale schemes within directorates.
