Essex County Council (ECC's) Adult Social Care (ASC) vision is: "Putting communities at the heart of Adult Social Care: Enabling people to live their lives to the fullest". Technology Enabled Care (TEC) is a vital area of growth and investment for ECC and a key enabler of the ASC vision and 'Early Help Offer'. It has been identified as a catalyst to prevent escalating needs, maximise independence and improve quality of life.

The TEC team will build and enhance TEC capability across the ASC workforce and beyond, developing networks and the TEC brand across ECC and through external partnerships. This will include influencing practice, promoting the TEC offer within local communities, and building confidence in TEC by being data led.

The TEC Transformation Officer will work collaboratively with partners to deliver one TEC operating model, providing a conduit between the providers and the ASC Workforce, and ensuring that the potential for TEC is maximised for Essex citizens.

Service/Functional Accountabilities

  • Support the TEC Innovation Lead in building TEC expertise (Adult Social Care Workforce) across local partnerships with health and care. This will include the delivery of targeted interventions and supporting identified practice gaps within the organisation.
  • Partner with and act as key point of contact to stakeholders in service areas to identify opportunities where TEC could be involved, providing the required support to develop TEC capability.
  • Collaborate with Providers in the co-production of organisation communications, engagement, and website content. This will include advice and guidance on communications across the workforce and to different stakeholder groups. It will be the internal team's responsibility to ensure that website content is up to date.
  • Support the management and growth of TEC Networks internally and externally. This will include support to TEC Champions, connection making to programmes of work and the promotion of the TEC offer within the local community; building networks with key partners such as district/boroughs, housing, voluntary and community sector, and NHS organisations to enable opportunities for prevention and more joined-up working.
  • Work in partnership with the Providers to obtain data and TEC expertise, translating and sharing this information with the organisation and identifying when to bring in different expertise.
  • Delivery of TEC training to Adult Social Care Workforce, working collaboratively with Essex Social Care Academy (ESCA) and new starters. Delivery of training could expand to external partners with a 'Train the trainer' approach.
  • Support the TEC Innovation Lead in expanding partnership opportunities for TEC, this would include facilitation of workshops and meetings. This would involve fielding queries from external partners.
  • Support the delivery of rapid, agile testing and learning of TEC, working closely with the TEC Data and Insight Analyst to support evaluation needs.
  • Build strong relationships with corresponding quadrant Directors, Service Managers, local Operations teams and key stakeholders to support targeted interventions and TEC support, guidance or capability development required. This will also involve working closely with the TEC Data & Insight Analyst to guide targeted TEC capability building or support.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

  • Educated to RQF Level 3 or equivalent by experience.
  • Evidence of continuing professional development and knowledge in relevant professional area, with knowledge of TEC in a Social Care Environment
  • Experience of use of information technology and related systems such as the Microsoft Office suite and the social work case recording systems - 'Mosaic'.
  • An interest and motivation to explore the use of care technology, with the ability to mentor and coach teams on the use of TEC.
  • Ability to build strong partnerships and internal and external networks across ASC, Health and third-party providers.
  • Experience managing stakeholders and raising risks where barriers are experienced and helping to resolve issues where possible.
  • Good communication skills with the ability to negotiate and encourage and influence good practice.
  • Experience of supporting change initiatives and awareness of change management
