Job Title: Standards Developer

Location: - Flexible home / Peterborough / Bircham Newton/Inchinnan

This position is based at any above location, up to 1 day a week as required.

Salary Range: - £36,000 - £40,000

Role purpose:

This role contributes to the CITB’s strategic priority to support the construction industry to have a skilled, competent, and inclusive workforce now and in the future. This role will support CITB’s purpose by ensuring the construction sector has access to the appropriate standards, training, and qualifications. The role forms part of a larger team of Standards Developers who are responsible for the creation, development, and maintenance of a range of standards that underpin competence-based qualifications, including: National Occupational Standards, Competence Frameworks, Training Pathways, Assessment Strategies, Apprenticeship Standards/Frameworks (Scotland and Wales), Specialist Applied Skills Programme’s and Training Standards. The role is a matrix style role and project assignments detailing Individual responsibilities and accountabilities will vary depending on strategic objectives, business as usual plans and resource requirements. Each developer will manage and be accountable for their own caseloads of development.

Key responsibilities and accountabilities:

1. Project Management
• Produce detailed project plans with clearly defined scope, objectives, timescales, RAID logs, Stakeholder maps and Communication plans.
• Manage all elements of the project delivery including monitoring and reporting against timescales, objectives, budget, and quality.
• Proactively manage risks and issues and report up to programme board when outside of tolerances.
• Identify and consult with key industry stakeholders (Internal and External) and regulators as required to deliver the project.
• Carry out post implementation reviews (PIR) to identify any lessons learned and improvements.

2. Standard Development and Maintenance
• Manage the life cycle of all standards including development, maintenance, and withdrawal of Short Duration Standards, National Occupational Standards, Competence Frameworks, Training Pathways, Specialist Applied Skills programmes, Scottish and Welsh Apprenticeships and competence qualification structures in own area of authority and following the 5-year plan of development activity.

• Carry out research for new and emerging skills pertaining to own case load.
• Contribute and deliver the 5- year plan in own area of authority/caseload.
• Plan and deliver stakeholder briefing’s (Internal and External) upon the completion of any standards development to ensure structured and planned hand over.

3. Stakeholder Engagement
• Organise, promote, facilitate, and chair National Working Groups made up from competent industry stakeholders to consult, design and develop new and existing standards of all types.
• Support the effective promotion of standards development by supporting marketing and communications.
• Provide information, advice and guidance through consultation and influencing to internal and external stakeholders relating to all types of standards development, including CITB Departments, Regulators, Awarding Organisations, employers, federations, and card schemes and educational establishments.

4. Product Knowledge and Sector Awareness
• Maintain a complete understanding of the requirements of standards development for both regulated and unregulated standards, using all sources of information available.
• Maintain a working knowledge of CITB’s business and strategic plans to enable the delivery of standards in own area of authority to meet CITB’s strategic objectives.
• Maintain a complete knowledge of how to map courses and qualifications e.g., ‘ECCTIS’ for the purpose of competence cards when requested.

5. Generic
• Contribute to the accreditation and maintenance of the BS/EN/ISO9001 accreditation and the continuous improvement cycle.

Knowledge and Experience:

Essential:
• Educated to A’ Level or equivalent/experience.
• Project Management Qualification (Prince 2 or APM) Can be obtained once in post.
• Demonstrable experience and/or knowledge of the current education and skills landscape in construction, including qualifications, skills, and competence within the construction industry at all levels.
• Excellent written and verbal communication skills to enable persuasion, influencing and negotiating.
• Intermediate user skills in MS Word, MS Excel, and MS PowerPoint MS Visio

Desirable
• Experience of working within a quality system e.g. BS/EN/ISO9001Previous experience working with the key stakeholders within the construction sector.
• Technical writing experience
• Knowledge of qualifications and apprenticeship design and structure across all home nations

Special Conditions/Other Requirements:

• The post may require some working of non-standard hours as workload dictates.
• Regular travel and overnight stay required.
• Carrying out additional duties as shall from time to time be required as workload dictates.
