Hours per week: 30 Monday – Thursday, 8.45 to 5pm

Role Length: This opening assignment is for 2-3 months

City: Ellesmere Port, Cheshire

The purpose of the role is to provide assurance that the Council is delivering high performing, well managed strategic Revenues and Assessment services. The services will include Council Tax, Business Rates, Corporate Debt, Housing Benefit, Welfare Support, SEN and Early Years alongside Special Guardianship, Appointeeship and Deputyship.

Ensuring compliance with all relevant acts, regulations, council policies and best practices together with ensuring that all associated service policies, practices and procedures are administered and developed in line with service and corporate objectives.

Key Responsibilities:

Lead and manage the teams responsible for revenues, benefits and assessments including strategy and policy development related to these areas.
Ensure that effective and efficient processes and procedures are in place to contribute to the Councils Budget setting and monitoring processes. Ensure timely and accurate production of the tax base, NNDR 1 forecasts, annual tax setting report, bills and information leaflet and that all entitlement to benefits, access to services and support is assessed and accurately paid in accordance with scheme rules, legislation and statutory guidance.
Lead and develop new initiatives to ensure that costs, benefits, and risks are fully evaluated.
To manage all budgets, contracts and procurement relevant to the efficient and effective delivery of the specialised area of activity.
Act as the lead point of contact supporting related improvement and development projects to ensure both the Council’s and the team’s interests are safe guarded, and benefits are realised.
Provide independent challenge, analysis and interpretation of financial and performance information to ensure that inefficiencies, irregularities and performance variances (financial and non-financial) are investigated and opportunities for improved service delivery and performance management are identified and implemented.
Interpret evaluate and report financial and related business information to corporate managers, Members, clients and partner organisations, both orally and in writing, to support service improvement and ensure informed decision making on service planning and development.
Assess all risks associated with issues falling within the defined area of responsibility and employ resources to ensure that officers and Members are advised appropriately and the interests of the Council, and its client and partner organisations, are safeguarded.
Ensure business information requirements are reflected in the specification for and production of appropriate management information from key corporate and Directorate specific business systems.
Implement a ‘Digital first’ approach to all aspects of the service, ensuring that where possible all elements of human to human interaction are removed and that digital solutions are enabled for all customers in a variety of ways.

Qualifications:

CCAB/IRRV Qualification or equivalent experience.
Educated to degree level or equivalent.



Skills & Experience:

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
In depth experience in a relevant local government role.
Proven track record in finance and/or performance environment.
Experience of staff management at a senior level.
Demonstrable record of completed projects of an original and technically challenging nature.
Ability to lead transformation activity and manage organisational change and development within a financial/performance/ commercial environment.
Rounded, financial, performance and/or commercial background, variety of experience across relevant disciplines.
Significant experience and Confidence in dealing with senior managers and Members.
Sound influencing and networking skills.
In depth technical knowledge and understanding of local government needs best practice.
Ability to interpret and present business data, statistics and trends in a meaningful way.
Knowledge of legislation and national and local developments affecting the Council as a whole.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
