Summary

Rail Services Group was formed in April 2024 to join up the teams delivering rail infrastructure projects and rail services as part of bringing together track and train, in
line with the Government’s long-term vision for the rail sector.

The aim is to increase the long-term sustainability of England’s railways, deliver the aspirations of the Plan for Rail and align this with the interests of regional stakeholders – all within the Department’s Spending Review settlement. Your remit will include the West Coast, East Coast, Cross Country, East Midlands, West Midlands, Trans-Pennine and Northern railways.

As a member of the Rail Services Group Senior Leadership Team, you will also be accountable for the development and management of our industry partnerships
and relationships, setting strategic direction and building key senior stakeholder relationships within government and the rail industry. This post reports to the Director
General, Rail Services, as one of a team of seven SCS2s.


This role will oversee a team of Deputy Directors, who are accountable for the setting of strategy, for buying and managing the delivery of passenger rail services within their market sectors. In addition, this role is responsible for ensuring that the that the Secretary of State can discharge their duties under Section 30 of the 1993 Railways Act; to ensure continuity of passenger services should one of the private sector contracts terminates and is not immediately replaced. The role will lead and co-ordinate the activities of the Deputy Directors heading up Market sectors, managing the inter-dependencies between each market, major projects, strategy and funding organisations in Rail Services Group, and overseeing the outcomes of all the other rail markets.


Additionally, the post-holder will be accountable for the development and management of our industry and stakeholder partnerships and relationships, setting strategic direction and building stakeholder relationships including, but not limited to, board level relationships with major rail owning groups, Transport for the North and the West Midlands Rail Executive.

Responsibilities

• Co-ordinate the activities of the Deputy Directors heading up the North Market sectors, managing the interdependencies between and overseeing the delivery of committed outcomes within the other rail markets.


• Ensure that robust management and governance arrangements are in place for the successful delivery of direct awards or their successor contracts.


• Ensure robust and effective commercial and contract management in-life, including through the annual business plan process to deliver effective passenger and taxpayer outcomes.


• Ensure sufficient capacity and capability to deliver on the Secretary of State’s s30 responsibilities to ensure continuity of operations can be discharged. In the event this is required ensure the transfer of responsibilities is delivered in a way that is invisible to passengers.


• Accountable for the development and management of industry and stakeholder relationships including, but not limited to, relationships with major rail owning
groups and leading the strategic relationships with devolved bodies for the relevant operators.


• Ensure the smooth running of Rail Services Group playing a wider role as part of the senior leadership team, displaying exemplary values and behaviours and acting as a role model for staff.


• Contribute towards business efficiency through effective planning and management of business processes, with a focus on continuous improvement.
