Summary

Examine & review all HS&EP accident/incident events at HMNB Clyde to ensure investigations are carried out and where appropriate root causes are identified & corrective actions implemented, engaging with relevant stakeholders. Input/monitor/update relevant events on Navy Lessons & Incident Management System. Evaluate & monitor status of H&S/Fire Safety-related corrective actions & documentation on the BMS system.
Gather/collate/analyse HS&EP performance data & produce appropriate management information/reports, including Monthly HS&EP report, Monthly Fire performance report, NLIMS status report, other reports as required.
Provide assurance for effective delivery of fire risk management process at HMNB Clyde. Undertake performance analysis of relevant stakeholders in respect of effective & timely close out of fire safety actions to the required standard. Exercise judgement on validity of close-out statements & engage with relevant stakeholders when required. Maintain appropriate records on status of Fire Risk Assessments & associated actions.
Lead/assist in specialist H&S/fire audits as part of Site Assessment Programme, to include production of audit plans, development of technical question sets and report writing. Liaise with stakeholders on the adequacy of action close-out proposals for CPARs/non-conformances etc. as required. Coordinate support to 2nd and 3rd party H&S/fire audits at HMNB Clyde, to include coordination of audit programmes and collation of supporting evidence/documentation.
Carry out full Committee Secretary role at Level 1 Clyde SHEF (CSHEF) Committee meetings, including preparation of Chairman's brief (including recommendations on the "line to take"), meeting coordination & production/dissemination of minutes. Discharge Secretary function at NBC/Lodger SHEF Committee & other functional H&S/Fire Safety meetings as required.
Support OSHAM/OSHAO in the conduct of initial impact assessments of proposed changes to health and safety/fire safety legislation and MoD HS&EP policy. Produce précis with recommendations, where appropriate.
Represent OSHAM team at Clyde Operating Experience and Learning Group meetings and other technical safety meetings when required. Research and compile briefing material as required for other meetings attended by Safety Assurance (H&S/Fire Safety) team.
Liaise with all relevant HMNB Clyde departments, MoD and external organisations necessary to achieve delivery of the SHEF Performance Monitoring Officer responsibilities.
Other H&S/fire Safety Assurance tasks as requested by line management.
