“Money and Pensions Service (MaPS) are recruiting for a Contract Manager to join their Technology and Change directorate. The Contract Manager will perform effective management of a portfolio of contracts (software, hardware and services), by monitoring of those against budget and ensuring providers deliver against all business plan objectives.

The Contract Manager will be responsible for maintaining and adhering to Contract Management Plans for services in their portfolio, continually improve Tech and Change services by supporting the identification and leveraging of new opportunities, thus ensuring accessible digital services for citizens and the related professional disciplines.

This is a unique opportunity to build on or develop your understanding of digital technologies in government with insight into digital strategy and digital service management.”

In this role you will be responsible for the following;

  • Provide effective day to day management of contracts ensuring providers deliver against budget, forecasts, and all business plan objectives.
  • Responsible for processes and tasks relating to technology contracts.
  • Ensuring contractual compliance and service delivery in-line with organisational and other standards.
  • Work closely with the MaPS Commercial team day to day as well as in the event of any escalations or specialist advice required.
  • Manage relationships with existing supply chains ensuring efficient achievement of agreed objectives and acting as MaPS primary representative with that organisation.
  • Manage spend in line with budget, minimizing variance and capturing financials in a compliant manner. Ensure timely and accurate payment aligned with agreement schedules.
  • Managing monthly, quarterly, and annual review cycles. Analysing and reporting on performance against targets.
  • Support the wider Tech and Change Leadership Team in delivering strategic responsibilities. Support market engagement and business development activity to ensure a healthy and competitive market of suppliers and potential suppliers.

EXAMPLES OF CONTRACTS TECH AND CHANGE MANAGE

  • IT software vendors with contract values of >£1-5m
  • Third party suppliers providing development or support services.
  • Hardware and network contracts
  • Digital Delivery Partner – this contract enables us to scale up to increase delivery capability and capacity.
  • User Research and Accessibility Partner – we use this contract to provide specialist services for testing and optimising our digital experiences for users.
  • Tools and Data Feed providers

You will need to demonstrate the following skills and experience;

  • Experience of change management in terms of stakeholder engagement and continuous improvement.
  • An understanding of contractual change control, including the associated impacts.
  • Working knowledge of contract and performance levers for contract maximisation and benefit realisation.
  • Strong commercial awareness covering negotiating commercial decisions, contract and supply chain management with a focus on value for money.
  • Experience of budget management working with Finance colleagues.
  • Skilled at identifying opportunities for improvement and efficiencies, and at implementing processes that promote productivity and quality, with strong analytical skills.
  • Ability to manage risks and issued, ensuring these inform/influence decision making.
  • Excellent relationship management ability and experience of leading successful paid for partnerships to achieve target outcomes at the right quality.
