Summary


The Lancashire and South Cumbria Integrated Care Board (LSC ICB) was formally established as a new statutory body on 1 July 2022, replacing the eight clinical commissioning groups across Lancashire and South Cumbria.

Our role is to join up health and care services, improve people's health and wellbeing, and to make sure everyone has the same access to services and gets a positive experience from treatment. We also oversee how money and resource is utilised to ensure that funding is spent to ensure health services are effective, consistent and of high standard.

LSC ICB is a complex organisation serving a population of over 1.8 million people.

To enable and support our people to be the best that they can be. This will be done through effective engagement in a responsive high quality People function.

The post holder will be the first point of contact as part of the HR service ensuring that all first-line advice queries are responded to or triaged to a member of the wider HR team. This advice will be delivered using best practice. The role will also include extraction and presentation of workforce management information.

Our headquarters are based in Preston City Centre and there is an expectation that the successful applicant attends the office at least once a week and as and when required.

The role will be varied and will adapt over time as the LSC ICB develops.

However, the postholder is expected to fulfil the following key functions:
1. Provide first line employee relations advice dealing with enquiries electronically / face to face / telephone and responding as appropriate.
1. Identify employee specific queries for triage/redirection and/or escalation and liaise with the appropriate internal and external parties, ensuring effective communication.
1. Deal promptly, efficiently, and sensitively with all communications and ensure that all information is passed on in a timely manner.
1. Participate in meetings as and when necessary and appropriate. This may include note taking, cascading agendas and recording actions as appropriate.
1. Produce and distribute HR reports and/or information to managers, other internal functions and external bodies as required.
1. Create and maintain LSC ICB employee personal files.
1. To keep up to date with LSC ICB policies and procedures.

Information Provision
1. Provide workforce information across a range of functions which includes, but is not limited to Employee Relations, Recruitment, Benefits, Terms and Conditions, Attendance Management.
1. To administer and collate information from surveys, exit interviews, inputting data into local databases and producing reports for the HR/People team.
1. Prepare relevant statistical information for team meetings as required.

Database Systems
1. Use in-house and external systems to deliver resourcing service in relation to recruitment, temporary employees, or benefits processing. Provide administrative support to workforce teams using databases and systems.
1. Provide routine correspondence and information as requested from employees, managers and statutory bodies.

General Administration
1. Undertake general administration duties including all first line queries, dealing with requests from managers and employees, filing, photocopying etc.
1. To respect the confidentiality of the service and ensure that it is maintained at all times.
1. Participate in appropriate projects relating to the continuous improvement of the service as directed by the HR Team.
1. Work in partnership with the HR team to deliver a comprehensive service.
1. Follows LSC ICB policies and make suggestions on potential improvements to the service.
1. Liaise with the management team, employees and external organisations with regard to diary management and organising meetings.
