Summary


The role will be varied and will adapt over time as the Integrated Care Board (ICB) develops.

The post holder is accountable to the Director and Associate Director of Primary and Community Commissioning for ensuring the safe and effective management of NHS contracted services within adult social care and the wider community sector.

The postholder will ensure that the community services commissioned meet the Lancashire and South Cumbria Integrated Care Board (L&SC ICB) priorities to improve outcomes, tackle inequalities, enhance productivity and value for money and to help the NHS support broader social and economic development.

The postholder will work with providers to improve the quality of services across Lancashire and South Cumbria.

Vacancy is for employees to apply within the NHS in the Lancashire and South Cumbria patch.

Work with clinical leads, partners, providers and stakeholders across the ICB to commission high quality community services. Lead on service transformation, pathway reviews and redesign of adult services using continuous improvement methodologies, change process and effective project and programme management skills. Be responsible for the commissioning and design of high quality services for the residents of Lancashire and South Cumbria that meet the ICB and Place priorities taking into account assessment of local health need, local plans and priorities, national policy and financial priority.Be responsible for ensuring the ICB meets national policy and achieves the relevant targets in the portfolio areas.Assist in the development of the ICB Strategic and Operational Plans, Commissioning Intentions and support the Senior Managers in fulfilling the overall plans of the ICB.Support development of information reporting and statutory returns to comply with regional and national requirements.Working with lead colleagues in the ICB and the MLCSU to ensure that appropriate contracts and assurance are in place regarding delivery of regulated care and wider programmes relevant to adult services. Provide assurance regarding the quality of commissioned services and ensure delivery of key performance targets, patient outcomes and key quality indicators, escalating concerns and developing improvement plans as necessary.

The role will form part of the Community Team, which sits within the wider Primary and Community Commissioning Team.



Staff Management
• Directly manage identified staff, providing leadership and ensuring appropriate arrangements are in place to set objectives, monitor performance and agree and review person development needs.
• Adhere to ICB HR policies and procedures and to ensure that all staff issues are dealt with in a timely and consistent manner.
• Management of HR related matters in their line management role.
• Implement effective communication strategies and techniques with staff to promote involvement and effective decision making.
• Accountable for ensuring there is a plan in place to improve staff engagement and satisfaction for all line managed staff.



Partnership working
• Develop and maintain strong working relationships with partners regarding community services, which includes the care sector and wider social care market and other NHS and non-NHS organisations and stakeholders. This also includes working with regional and national colleagues and regulators regarding community care agendas.
• Foster effective working relationships with the ICB and provider Clinical Leads.
• Manage the working relationships with the Midlands and Lancashire Commissioning Support Unit (MLCSU) and other externally employed commissioning resources as appropriate.
• Ensure the ICB is responsive to the views of local people and promotes self-care and shared decision-making.
• Ensure appropriate patient and public engagement is undertaken to inform service / pathway design.
• Ensure that the organisation values diversity and promotes equality and inclusivity in all aspects of its business.

Financial Requirements
• Support the delivery of QIPP initiatives to support financial balance of the ICB.
• Be responsible for the management of defined budgets within the ICB.

Corporate Responsibility
• Act corporately as a member of the team and to take a shared responsibility for the development of strategy, effectiveness and culture of the team and the ICB.
• Comply with legislation and NHS / ICB Organisational Policies and Codes of
• Be an active member of the Chief Nursing Officer team, supporting wider the quality and clinical leadership agenda.

The main duties and responsibilities described above are not exhaustive and the post holder expected to take on other responsibilities or specific tasks as required as requested.

Further, over time it is likely the remit and requirements of the role will evolve, and the post holder will be required to adjust their working approach and style to accommodate this with the full support of line managers.
