Summary

Detention Operations are part of Detention Services and have staff based in all IRCs (Immigration Removal Centres) across the UK. They ensure that the residents detained there are being cared for safely and securely by the IRC Supplier, in line with the standards set out by the contract and relevant legislation.

What is an Immigration Removal Centre (IRC)?

An IRC is a secure building that holds detained individuals (residents) who are held prior to their removal from the United Kingdom or for nationality and identification purposes.

There are currently 6 IRCs in England and 1 in Scotland, with 2 more planned to open in England.

All IRCs are overseen by the Home Office’s Immigration Enforcement Detention Services and are contracted out to private companies known as IRC Suppliers who ensure all aspects of the IRC are run safely and securely within rules and legislation.

About the role

The role is within the newly developed Incident and Counter Corruption Hub (ICCH) in Detention Operations. This is a new and exciting opportunity to work in a fast paced and varied role with a focus on incident management. You will be part of a team holding oversight responsibility for all incidents which occur across the IRC estate.

You will support in a variety of tasks related to pre-incident preparation and post-incident management; identifying trends and upholding the safety of all those within IRCs. You will assist in monitoring the performance of contracted service providers to ensure that they appropriately prepare, report and respond to incidents within IRCs, in line with Home Office expectations, contractual obligations and published standards and policies. This role has a high-level of Ministerial, Parliamentary and public interest. Furthermore, frequent liaison with other Immigration Enforcement (IE) and Home Office (HO) teams is important. You will also need to have a keen eye for detail, a strong willingness to learn and understand DS policies and framework, are equally pivotal aspects of the role.

As an Incident Oversight Officer your responsibilities will include, but will not be limited to:

Taking ownership of the Incident Oversight Inbox and keeping an accurate record of all incidents which occur across the estate, ensuring that senior managers are kept up to date of any trends and developments. The ability to prepare statistical reports on excel would be advantageous.
Assisting in pre-incident preparation planning by co-ordinating the Contingency Plan review process, collating and holding in-date plans in a central location, informing suppliers when review dates are imminent and supporting the implementation of a template system, which will streamline the production of these plans.
Attending desktop and live contingency exercises.
Attending incident debriefs and lessons learned.
Collate lessons learned and track implementation of them.
Take minutes in team meetings.
Assisting with any ad hoc tasks which arise as this new role, and new hub, evolves.
Person specification
We are looking for someone who:

Will be enthusiastic about the positive change they can deliver for the department.
Must be a good communicator and able to build strong relationships with colleagues across Detention Services and other key stakeholders to progress their work.
Will be confident in examining and analysing data supplied by the IRCs and other stakeholders which can then be used to produce reports that will be presented to senior managers.
Will support several high-profile meetings, ensuring they run smoothly with appropriate papers and accurate records.
Will deal with other ad-hoc requests, providing consistent quality across a range of work.
Please Note: Frequent travel to IRCs across the country for face-to-face meetings, with possible overnights stays.

Essential Criteria

You must be able to demonstrate:

Strong verbal and written communication skills.
The ability to collate, interpret and provide narrative for data.
Good attention to detail.
The ability to develop relationships with colleagues of all grades, along with internal and external stakeholders.
Experience of working effectively in a fast-paced environment, with the ability to respond to changing deadlines and competing priorities.
Good IT skills with experience of using Microsoft Word, Outlook, PowerPoint, and Excel.
Desirable Criteria

Experience of working within incident management.
Experience of operating in a secure or custodial environment.
