Summary

Landmarc is a Hard and Soft FM Property management organisation with a significant Capital Works Delivery Department. The company now has a vacancy for a Technical Commissioning/Handover Manager and GSL Lead responsible for developing, coordinating and overseeing the seamless integration of both hard and soft facilities management services for Capital Works Projects.

This role requires a deep understanding of project phases, from inception to handover and into operational management. There will be a requirement to develop and ensure compliance with robust and effective handover processes and procedures, conduct technical troubleshooting and post construction defect management and rectification and conducting Post-occupancy Evaluation.

This role will be responsible for developing Landmarc’s engagement with the Government Soft Landings approach and the effective management of built assets throughout their lifecycle.

Main Responsibilities

Project Involvement: Engage and collaborate in all phases of capital works projects from initial planning and design to construction and handover. The Commissioning Manager will support design reviews with technical expertise for the complex and varying M&E Systems associated with our projects

Commissioning Management: Oversee the commissioning process to ensure all systems and components are installed, tested and functioning correctly according to design specifications. Identify risks to operational readiness and implement mitigations

Handover Management: Take responsibility for the handover stages of projects ensuring a smooth transition from construction to operations providing a robust, effective and efficient handover process for buildings and facilities to demonstrate excellence in facilities and asset management. Support regional teams in the ongoing management of existing and future projects

Operational Stage Management: Work closely with operational teams and our client to ensure that all facilities are managed effectively post-handover including troubleshooting and resolving issues that arise. Be the SPOC for regional queries, direction and guidance for internal teams and the client

Post-Occupancy Evaluation (POE): Lead the capture and analysis of POE data to assess the performance of completed projects and design parameters, identify areas for improvement and implement necessary changes in collaboration with the client

Government Soft Landings Leadership (GSL): Be the lead for GSL processes ensuring that projects meet government requirements for long-term performance and sustainability. The role will propose process and procedures to fully utilise the opportunities and benefits offered by embedding a GSL approach for the benefit of LSS

Stakeholder Communication: Work collaboratively with all internal and external stakeholders, (including client and suppliers) through regular meetings, workshops and technology platforms. Ensure timely exchange of accurate information to support informed decision making

Training and Support: Provide training and support to regional teams on tools, processes and workflows as required

Continuous Improvement: Identify and support opportunities for continuous improvement within the capital works delivery department, implementing best practices and innovative solutions to enhance project outcomes

The Ideal Candidate
  • Bachelor’s degree in engineering, construction management or related field
  • Proven experience in commissioning management and facilities management within the construction industry.
  • In depth knowledge of M&E building systems and construction processes.
  • Strong project management skills including the ability to manage multiple projects simultaneously and meet deadlines.
  • Knowledge of asset management principles, standards and regulations (ISO 55000)
  • Knowledge of the UK BIM Framework (including ISO19650 suite of documents, protocols and standards)
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with diverse teams
  • Analytical mind set and problem solving skills with a focus on data-driven decision-making with experience of ensuring governance, compliance and data verification
  • Proficient in MS Office applications, Word, Excel.
  • Professional certifications such as Chartered Engineer (CEng) or Project Management Professional are desirable
This is a hybrid role but with an expectation that the post-holder will be “In-office” at Central Support Office, Westdown Camp for an average of two days per week. In addition, the post holder will be required to travel to all parts of the UK on a regular basis with overnight stays as required.
