Summary

A number of exciting new roles have come up in the Synergy Programme, a cross-departmental group formed in response to Government Business Service’s request for individual departments to group together in ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared service to our end users – our people.

The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy Programme. Your work will impact the procurement arrangements for the next 15 years, impacting over 50% of all Civil Servants – that’s 230,000 people across the four departments and arm’s length bodies.

Success of the Programme is crucial as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll, and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, to the way we receive our pensions when we retire.

The role of the Senior Project Manager will be to work on high priority projects as the Programme moves through its lifecycle.

Initially the focus of the role will be on the planning and delivery of the work in the HR and Finance Functional spaces. The postholder will be working closely with colleagues across the four Departments to manage all facets of the project, including capturing requirements, managing plans, and overseeing day-to-day progress and all aspects of project management. You will play a key role in helping manage and support stakeholders succeed in providing a single view of the intent for the four Departments (and ALBs) and our future HR and Finance services.

Day-to-day responsibilities may include:

  • Business case writing – Co-ordinating the planning, development and drafting of Business Cases, co-ordinating and challenging expert input, and be responsible for ensuring the business case complies with organisational and HM Treasury requirements.
  • Governance – Present progress updates and requests to senior managers and project governance forums, work with key stakeholders to anticipate and mitigate issues and delays whilst engaging with senior management.
  • Delivery – Develop and maintain Project Plan. Identify and set appropriate Project Controls. Manage performance and report progress to sponsors.
  • Create and lead projects to deliver the agreed outcomes within time, cost and quality constraints.
  • Project management – Day-to-day management and leadership of the project timeline and plan. Provide effective leadership and controls, working with key internal and external partners.
  • Risks and issues – Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
  • Assurance – Engage with assurance reviews and support action on recommendations.
  • Change management – Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
  • Guidance and support – Provide support, guidance and coaching for the team.
  • Show commitment to personal development. Promote effective individual and team performance.
  • Project performance and controls – Cascade vision and translate into delivery objectives for the team.
  • Benefits – Oversee the project Benefits Realisation Plan including change control. Identify risks to benefits realisation.
  • Line management – Manage staff in-line with departmental policies and support directives.

The post holder can expect to use these skills at various points in the delivery of the Functional project and other future projects as dictated by the needs of the programme.
