Summary

Job Advert

Reporting to the Programme & Improvement Manager, your role will be at the very heart of decision making for the council,
influencing political decisions and outcomes. This will be an important role, leading work on policy development for all services
across the council. You will also be the lead performance expert in the council collating and analysing performance data using a
business scorecard approach.



You will have a close working relationship with the Programme & Improvement Manager, which makes this an influential role and one
where you will shape the way the Senior Leadership Team makes decisions and influences policies and strategies. Consequently, you
will make a positive contribution to the delivery of council strategy. You will, therefore, take on a varied and interesting
workload, in which you will promote the value of using data, insight and performance information to inform decision-making and
strategic direction.



Contributing to a strong professional team in the Programme & Improvement Service, your remit will include opportunities to
develop and deliver complex programmes of work on a wide range of issues. This role will give you an opportunity to work across
directorates to drive council-wide innovation and change.



In addition to the above, the transformation programme at East Hampshire means that you will play a vitally important role in

You will have an analytical and creative mind with significant experience of performance and policy analysis and development, as
well as an excellent understanding of local government and the local, regional and national challenges and opportunities for the
public sector.



This is a real opportunity to put your own stamp on the way the organisation creates policies and drives decisions and changes
through performance data. This is a high profile, fast paced and challenging role working with senior leaders across the council,
as well as elected councillors. We are looking for an enthusiastic, proactive and flexible individual, with excellent
communication, presentation, research and analytical skills, as well as experience of thinking strategically, and anticipating and
responding to complex issues with creative solutions.



To be successful in this role it is likely that you will bring:



* Degree or professional qualification or equivalent experience.
* Significant experience in a policy/performance or related role in the public sector.
* Proven experience of developing an in-depth understanding of specific legislation or issue in a short period of time, and
translating this information into the advice or action.
* Experience of providing balanced professional advice and guidance to senior decision makers in a complex political setting.
* Experience and a proven successful track record of developing policies and action plans in response to legislative, regulatory
and other requirements.
* Excellent verbal and written communication skills, and experience in writing, in ways appropriate to the needs of diverse
audiences.
* Excellent numerical, research and analytical skills.
* Experience of initiating and developing effective working relationships with a range of partners and stakeholders, and proven
ability to use influencing and negotiating skills to deliver shared objectives.
* To be able to work under-pressure, cope with competing deadlines and changing priorities at short notice.
* To have excellent level of IT literacy to be able to use self-service, digital user platforms and applications and MS Office.
