The UK Space Agency (UKSA) is an executive agency of the Department for Business, Energy & Industrial Strategy (BEIS) and provides technical advice on the government’s space strategy, supporting the UK space sector to deliver the government’s vision.

An exciting opportunity has arisen in the UK Space Agency’s Launch Directorate for a highly motivated individual with skills and experience in leading policy and industry stakeholder engagement, strategy and design for future delivery of Government interventions within the Launch programme, likely to include leading communications and engagement for the procurement process and management of contracts with industry, and engagement with key Government stakeholders involved in facilitating UK launches.

The post holder will work closely with the policy team in the Department for Science, Innovation and Technology, with other teams in the Launch Programme, across the Agency and with UK Launch Industry stakeholders to support the delivery of the National Space Strategy goal for the UK to become the leading provider of small satellite launch in Europe by 2030. Through the development of Government interventions to support UK launches, launch technology and regulatory development, and advising policy officials at DSIT and their Ministers on the progress and benefits of the Launch programme.

The post holder will need to develop strong working relationships across UKSA and within DSIT with analysts, finance and commercial colleagues, as well as with industry stakeholders

The postholder will lead on programme policy and decision-maker engagement, developing a strategy to support successful delivery of the Launch programme to develop UK Launch Capability,

and securing support and approvals for further funding and interventions through effective communications and engagement. Responsibilities will involve presenting on UK Launch and Launch programme delivery progress to Government and industry stakeholders, developing future delivery options, to compiling briefings and external communications products.

The postholder will also work directly with the Head of Phase 2 Development, the lead analysts for the Launch Programme, and Project Management Office colleagues and other UK Space Agency colleagues to develop, design and secure Government support for interventions to support the UK Launch market, and to develop business cases for those interventions.

Key responsibilities

  • Work closely with the Senior Programme Managers and Programme Director to help set strategic direction for the Launch programme including strategies to achieve successful approval and implementation of programme business cases and programme intervention design (expected to include a procurement process for launch contracts);
  • Engagement with Departmental policy leads, technical, commercial and legal advisers, UKSA senior management and key industry stakeholders to design and prepare for implementation of UK Launch interventions;
  • Work collaboratively with the Launch Phase 2 and Project Management Office teams, including analysts, commercial and finance advisers and the Business Case Manager, to update and progress the Launch Phase 2 Business Case(s) through cross-Government approvals and prepare for implementation, responding to questions and feedback from the DSIT policy team and industry stakeholders;
  • Content production for timely and quality briefings, programme reporting and external stakeholder communications for the Launch Programme on an ad-hoc basis;
  • Maintain existing, and help develop new, partnerships and links across UKSA programmes and DSIT to inform, develop and promote the future of the Launch Programme as part of the National Space Strategy; and represent the Launch Programme in management and stakeholder meetings.
