The Housing Capital Projects and New Builds team are recruiting a Project Manager to manage and monitor projects being delivered within the Council's existing housing stock - this includes domestic dwellings, multi-storey flats and sheltered housing complexes. The role also requires the supervision and reporting of progress in relation to New Build housing programmes.

The role will cover workstreams that include but are not limited to the following:

- New Build Housing
- Central Heating Upgrades
- Major Adaptations
- Heat Pumps and Renewable Technologies
- Shops & Offices
- Sheltered Housing
- Commercial Fire Alarms Upgrades
- Multi-Storey Refurbishments
- Delivery of SHQS work.

The Capital Investment and New Build Programme form a key part of what The Capital Projects and New Build team are responsible for delivering and tie in with Housing’s wider key strategic priorities.

The successful post holder will normally be based in Pullar House and will currently be working from home; however from 01 April 2024 they will be expected to work from Pullar House at least 2 days a week.

You will be a key member of the Housing, Capital Projects and New Build Team and will be expected to undertake a range of Project Management duties involving the planning, supervision and delivery of construction related projects to improve the Council's housing stock.

You will be responsible for the supervision of staff, including but not limited to, a Technical Officer, Clerk of Works and Tenant Liaison Officer, who will assist in the delivery of Capital Investment Programme. Your role will include supporting your team and ensuring annual reviews are carried out and any training needs are identified.

You will be responsible for ensuring the delivery of the Capital Investment Programme and to ensure regulatory obligations and statutory requirements are met through the delivery of the contract works and that standards and targets are met; you will also be responsible for monitoring contractor’s performance against pre-set KPI's.

The successful applicant needs to possess good communication and interpersonal skills, along with a commitment to Customer Care, as many of the duties carried out will involve consultation with tenants and owner occupiers and also liaison with other Council Services, utilities and external agencies. You will also be expected to demonstrate a commitment to Health & Safety, including understanding the requirements of the CDM Regulations.

Requirements

Applicants must have experience of working in a housing, construction or surveying environment with a strong track record of successful project delivery and project management.

To help in the delivery of the workload for this team, we are looking for a highly organised and motivated individual who is enthusiastic, innovative and creative.

You must hold an HND or equivalent in a property, surveying or construction industry discipline or similar and a Project Management related qualification (eg. Prince2) along with a comprehensive working knowledge and significant, appropriate working experience in building, construction and housing. Given the focus of the post, you should have a thorough knowledge of CDM Regulations and ability to carry out the role of Principal Designer with an extensive knowledge of contract management and partnering arrangements.

We are looking for someone who excels at project and programme management and has sound experience of budget management and financial control of contracts with strong IT skills (to use databases effectively and design spreadsheets to report statistical information).

You must have excellent verbal and written communication skills and be able to translate strategy and policy into clear messages which can be easily understood at all levels.

You must be receptive to new ideas and welcome change and new approaches and take positive steps to carry out improvements in service delivery.

You must also have the ability to manage and prioritise constant and often conflicting demands and be able to manage a number of projects and work streams simultaneously whilst responding to complex issues – with a “think YES approach” but still ensuring compliance with regulation, policy and legislation. Having excellent decision-making skills and the ability to use initiative and resolve problems independently will be essential for dealing with and resolving complex problems and complaints in this role.

We are looking for a person who sets high standards for themselves and others and who is able to demonstrate the importance of working well with service partners in other departments and external agencies and who can build positive working relationships.

Importantly, you should have a non-judgemental attitude, be empathetic and sensitive to tenants and resident’ needs.

You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
