Summary

HR responsibilities Responsible for the management of complex employee relations cases and high-quality, consistent and timely advice through advice and coaching, ensuring the approach is pragmatic Develop and maintain expertise in HR best practice, including employee relations, employment legislation and case law, and impart this knowledge to the wider People Services team, Managers and staff across the ICB. Lead the People Services Team to identify problems, develop appropriate interventions and solutions by facilitating improvement processes concerning individual and team performance and change management. Take an active and proactive role in supporting all cases that could or do result in employment tribunal proceedings, providing a strategic approach to the management of claims Responsible for ensuring the People Services Team provide line-managers, and staff with professional, high-quality, consistent, comprehensive and timely HR advice and support on complex, sensitive and contentious HR issues, acting as a senior expert within the team and point of escalation, including but not confined to employee relations matters such as sickness management, performance management, grievance, harassment and bullying, disciplinary issues, management of change and TUPE, with minimal supervision ensuring that organisational and legislative requirements are met, standards of good practice are maintained and embrace the principles of a restorative just culture. Represent HR on panels to consider ill-health, grievance, performance and disciplinary issues and on appeal panels as appropriate, providing advice on procedural, legislative and employee relations implications of cases Provide senior HR representation at meetings regarding employee relations issues relating to individuals, some of which will require communication of complex and sensitive information in an emotive atmosphere Strengthen management capability, accountability and knowledge through guidelines, workshops and coaching that enables managers to make effective workforce decisions in line with the legal and policy framework. Provide senior HR advice and support to managers on complex management of change issues including advising managers on restructuring, redeployment etc carrying out collective and individual consultations, at risk meetings, advising on redundancy matters and entitlement including redundancy pay, with minimal supervision. Take an active role in developing and maintaining good working relationships with partners e.g. Staff Side, payroll provider, Occupational Health etc to support delivery of contracts and in instances will require negotiation and influencing skills, pro-actively raising and escalating any concerns or issues with service that affect the provision of a high quality service and compliance with statutory obligations Lead designated ICB-wide HR projects as and when required and contribute/partake in system-wide projects.
